Calistoga Joint Unified School District Measure “A” Citizens’ Oversight Committee Meeting October 27, 2011

1 Phases of Public School Construction Projects Funded by General Obligation Bonds The District engaged a program manager in January 2010 to assist in executing the following steps: Pre-Election: Starting in January 2010, the Program Manager and District commenced a 10 month process of master planning, team selection, stakeholder meetings, survey and public information outreach Election: An independent election committee was formed to carry out campaign efforts. Voters approved Measure “A” in November 2010 Post Election: The Program Manager worked with District to refine bond financing plan Bond Issuance: District met with rating agencies and finance team completed bond sale in May 2011 Pre-Construction: District design/construction team conduct design, cost estimating, and value engineering efforts, and establish final plans and seek approvals from the appropriate agencies Construction: Construction to commence in Summer 2012 for the high school gym and multipurpose facilities, the elementary library/classroom improvements, and the solar projects Closeout: District and the design/construction team to complete project filing and reporting requirements with State agencies

2 Requirements of Public School Construction vs. Residential or Commercial Residential Construction: Smaller contractors (less required skill) Minimal paperwork required Minimal required credentials Contractors are permitted to use lower quality building materials than commercial construction Commercial Construction: Construction standards are much more rigorous Jurisdictional authorities use more rigorous inspections Higher quality building materials are required Public School Construction: Jurisdictional authorities are the Division of the State Architect (DSA) and the California Department of Education (CDE) Structural/seismic requirements are much higher than other construction types (Field Act) Waterproofing and construction standards are much higher than other construction types Documentation/reporting by all team members is much more rigorous Continuous inspection by independent DSA inspectors Trade contractors to openly bid per Public Contract Code and must have insurance and bonding Prevailing Wages must be paid and all expenditures must be approved and supported with required documentation

3 Phase I Update on Design The design team has completed the preliminary designs for the new gym and multipurpose facilities at the high school as well as the library/classroom upgrades to the elementary school The final plans are currently being drawn by the architects for the District Board’s review The team is continuing to conduct value engineering efforts to minimize costs A selection process for a photovoltaic vendor is currently underway for the solar projects High School Gym High School Multipurpose/Cafeteria Elementary School Library
