Set the Interconnection Agreement guidelines and include it into operators’ Licenses Liberalize the telecom market –License for international gateway (TE and Etisalat) –License for submarine cable landing (13 systems) –License for ISP which allow ISP (Class A or B) to obtain the international transit capacity directly from international carriers (7 Class A, 300+ Class C) Regulation framework for “Right of Way” Reduce taxes for communications equipment to be 5%
