Leading the way; making a difference INTERTANKO HELLENIC - MEDITERRANEAN PANEL Athens, March 2012 Update on the Environmental Committee’s Activities by Michael Reppas Image Courtesy of NORDEN AS

Leading the way; making a difference Update on Environmental Committee Work  Role of Environmental Committee (EC)  EC’s Objectives  EC’s Agenda/Scope of Work  Update on EC’s activities –Ballast Water Management –Port Reception Facilities –Garbage Management –Ship Recycling –Greenhouse Gas Emissions –Environmental Performance  Other Items on the EC agenda  Concluding Remarks

Leading the way; making a difference The Environmental Committee (EC) is guided by INTERTANKO’s commitments Mission Guiding principles Role of Environmental Committee Primary Goal

Leading the way; making a difference Role of Environmental Committee EC works towards the achievement of INTERTANKO’s mission and goals i.e. MISSION: “Provide Leadership to the Tanker Industry in serving the World with the SAFE, ENVIRONMENTALLY SOUND AND EFFICIENT seaborne transportation of oil, gas and chemical products”

Leading the way; making a difference PRIMARY GOAL: Lead the CONTINUOUS IMPROVEMENT of the Tanker Industry’s Performance in striving to achieve the Goals of: Zero Fatalities Zero Pollution Zero Detentions Role of Environmental Committee

Leading the way; making a difference INTERTANKO Guiding Principles: Continue to develop and promote best practices in all sectors of our industry, with tanker owners and operators setting an example for others to note and even to follow; Work towards being even more of a positive and proactive influence with key stakeholders, developing policies and positions, engaging with policy and decision makers. And acting as a catalyst in enabling the industry to speak with one voice; Continue to profile and promote the oil and chemical tanker industry, communicating its true role, its social value and its strategic importance as a dynamic force in enabling commerce; Continue to concentrate on the provision of key services to our Members with customized advice, assistance and access to information, and enabling contact and communication between Members and with other stakeholders. Role of Environmental Committee

Leading the way; making a difference EC’s General Objectives Provide guidance and best practice on oil and chemical pollution prevention measures Provide guidance and best practice to further enhance the environmental performance of the tanker industry Promote the environmental performance of the tanker industry Engage in the development of environmental legislation

Leading the way; making a difference EC’s Agenda/Scope of Work Policy Issues Ballast Water Management Port Reception Facilities Garbage Management Ship Recycling Greenhouse Gas Emissions Biofouling Reporting Items Ship Strikes with Cetaceans Marine Noise Pollution Liaison with Environmental Organisations Environmental Performance

Leading the way; making a difference Activities: Completion and release of INTERTANKO “Guidance on the Selection and Installation of Ballast Water Management Systems” to assist member during the process of selection of water ballast management treatment systems Ballast Water Management Provides comment and advice on regional ballast water regulations, e.g. New York State, USCG.

Leading the way; making a difference Ballast Water Management Contributing to INTERTANKO’s work (with its industry partners) to make a submission at MEPC 64 to address the potential discrepancy between the degree of testing performed in one installation only for each physical and biological parameter versus the control under the PSC regime (i.e. very tight control for each of the installations on board all ships) o At the Bulk Liquid and Gases (BLG) meeting it was argued that the compliance sampling and testing had become detached from the initial type approval of the system. o The concern is that a type approved system may not pass the sampling compliance test by PSC, leaving the owner in a situation of uncertainty after investing in a new ballast water treatment system.

Leading the way; making a difference Port Reception Facilities Activities: Participation in international forums Encourage the wider provision and use of reception facilities; Increase its knowledge on reception facilities and associated procedures (to be communicated to members) INTERTANKO Website, linked to IMO GISIS List facilities with alleged inadequacy reports Promoting the good ports/facilities

Leading the way; making a difference Port Reception Facilities Communication with EU during development of the “EU Directive on Port Waste Reception Facilities” o to prevent the problem of various interpretations of the compulsory discharge requirement and the ample storage capacity o to ensure that interpretation are provided in its guidelines to prevent variations in understanding of how each country and port may apply the guidelines.  The Environmental Committee aims for certainty on interpretation of “compulsory discharge”, “sufficient storage” and “fee mechanisms” across European ports.

Leading the way; making a difference Garbage Management Activities: Participated in IMO WG on recent revisions to MARPOL Annex V  At MEPC 63 the IMO concluded its revised Guidelines for MARPOL Annex V (based on the revised Annex V which will enter into force on 1 st January 2013)

Leading the way; making a difference Garbage Management “Guidance on Garbage Management” In order to assist members in implementing the new requirements, the EC is developing a “Guidance on Garbage Management” which will provide best practices guidance and clarifications on the terms and definitions used in the revised MARPOL Annex V and its associated guidelines Members are invited to contribute to EC, their companies good practice concepts, in the management of garbage Recommends use of ISO 21070:2011 standard for the “Management and handling of shipboard garbage”, which contains procedures for the shipboard management of garbage, including handling, collection, separation, marking, treatment and storage. It also describes the vessel-to-shore interface and the delivery of garbage from the ship to the port reception facility

Leading the way; making a difference Ship Recycling Activities Provides information on ‘better’ facilities (website) o Identifies recycling facilities striving to meet the HK Convention standards (based on information from ship owners) Maintains a watch over Europe’s actions o European Commission agreed to support Hong Kong Convention

Leading the way; making a difference Greenhouse Gas Emissions Activities Gathering feedback to provide members with guidance for a harmonized approach on the implementation of Ship Energy Efficiency Management Plan (SEEMP) - entry into force 1/1/13 guidance to be included as an appendix in the 2 nd edition TEEMP Guide Following the adoption of IMO’s 2012 “Guidelines for the Development of a SEEMP” (in March 2012), the EC is developing a guidance to be included as an appendix in the 2 nd edition TEEMP Guide

Leading the way; making a difference Environmental Performance Activities The EC is working together with ISTEC in order to establish a set of Environmental KPIs to be used for benchmarking and/or member’s internal improvement In December 2011 a workshop was convened at the request of ISTEC and the Environmental Committee with the propose of developing a (common) set of Environmental KPIs together with respective calculation formulas to be used by the members

Leading the way; making a difference Environmental Performance Examples of proposed Environmental KPIs: o Energy Efficiency Operational Index (EEOI) o Sulphur oxides (SOx) o Nitrogen oxides (NOx) o Quantity of generated sludge o Quantity of generated oily bilge water o Oil Spill Performance Indicator (sea and on deck) o Volume of garbage generated onboard per day per person The working group will meet again to propose best use of the proposed KPIs e.g. which KPIs are to be used for benchmarking and which are to be used for internal improvement

Leading the way; making a difference Other items on the EC agenda Biofouling Anti-fouling Systems Whale strikes Noise pollution Environmental Awareness Liaison with Environmental Oragnisations

Leading the way; making a difference Concluding Remarks Environmental Committee’s Priorities: Continuous improvement of member’s understanding on environmental issues and participate in an informed manner Represent members on environmental and legislative issues directly effecting the tanker industry Proactively develop environmental policies for INTERTANKO to follow up at IMO and elsewhere Establish effective dialogue with stakeholders
