What is Rocky Mountain Performance Excellence (RMPEx)? A self-supporting, 501c3 non-profit volunteer (~100) organization, affiliated with the Malcolm Baldrige Performance Excellence Program; focused on helping organizations improve their performance. The Malcolm Baldrige Performance Excellence Program was established by Congress in 1988 to – identify/recognize role model organizations – establish criteria for performance excellence, based on role model activities, to promote performance improvement efforts – disseminate/share best practices, as found in role model organizations.

The RMPEx/Baldrige Process The RMPEx/Baldrige Criteria tells organizations (through the criteria questions) how to integrate performance excellence into their activities. To self-assess, apply for feedback and/or an award,, organizations explain how they perform those activities. A team of examiners analyze the maturity of those activities. A feedback report is generated describing organizational strengths and opportunities for improvement (OFIs). Organizations create plans to sustain the strengths and address the OFIs.

Criteria Question Framework

RMPEx Site Visit Purpose You developed a detailed application, using RMPEx Baldrige Based Criteria. Your RMPEx examiners evaluated this application thoroughly, identifying strengths and opportunities for improvement (OFIs) Your examiners identified Specific Site Visit Issues for review, based on the identified strengths and OFIs. The site visit purpose is to verify those strengths and clarify the OFIs (ensure they are valid).

Your RMPEx Team RMPEx examiners are all volunteers, each devoting hours to the evaluation of your application. Teams are made up of examiners with a range of examination experience, some with knowledge of your sector, some without. Examiners attend 3 days of training and compete a practice examination. Training is repeated yearly. Examiners use the criteria to define what activities they should expect in your organization and what results to see. They use a defined process to evaluate the maturity of the activities organization’s activities and the strength of the results.

Activity Maturity evaluation based on four evaluation factors Approach: the methods used to accomplish the activity Deployment: the extent to which the activity is applied Learning: the evaluation and improvement of the approach Integration: consistency of approaches to support organization needs

Approach/Deployment Evaluation Approach: methods used to accomplish the activity – Well-ordered, repeatable, uses data/information to promote improvement? – Appropriate to the criteria question and the organization’s needs? – Effective? Deployment: extent to which the approach is applied – Appropriate personnel, functions and groups involved in the approach? – Approach consistently applied?

Learning/Integration Evaluation Learning: the evaluation and improvement of the approach – Approach refined through evaluation and improvement? – Approach innovation is encouraged? – Approach improvements shared with the organization? Integration: the consistency of approach to organization needs – Approach aligned with mission, vision, values and other approaches? – Measures, information, improvement systems complementary across activities and work units?

Results Evaluation Factors Levels: specification of required results – Are any key results missing? Trends: levels reported over time – Are trends reported and beneficial? Comparisons: results for other organizations – Are appropriate comparisons provided? – How many comparisons are favorable? Integration: extent to which important results are reported – Describe results for factors the applicant states to be important – Appropriately segmented, with performance projections

Roles during the Site Visit Examiner – Verify strengths and clarify OFIs – Ask questions to understand and to learn – Provide insightful, actionable feedback Applicant – Answer questions directly; provide examples when possible – Provide evidence as requested – Enjoy the experience

What’s Next Examiners: Update strengths and OFIs based on site visit findings Report final findings in a Feedback Report, which will be delivered in December. Applicant: Celebrate and leverage strengths Identify and act on high-priority improvement opportunities Continue your journey Attend the RMPEx Quest event on April 24, 2015.
