Appropriate Model for Health Assurance in India: Panel Discussion Shantveer Patil Additional CEO RSBY-Karnataka

What is Health Assurance Public Health Protects people from unsafe or hazardous conditions Provides methods of promoting good health and preventing disease. Partners in this system include – State – Local health departments – Community health centres – Schools, colleges and universities – Govt agencies, state legislatures – Community organizations – The business community – and the public

Functions Assessment Assurance Policy development

Assessment Determining if a community has enough – Doctors and nurses – Recording the number of births and deaths – Tracking health trends – Conducting laboratory analyses – and evaluating the effectiveness of programs Assessment programs primarily need to serve as the mechanism to determine if the total health system is working

Assurance Making sure people's health needs are safely and effectively met Through government's role in regulating (through license and inspection) Programs that provide education to both health care providers and the community Finally, assurance includes providing medical and psychological services directly to the public

Policy development Setting of goals for health services Developing performance standards Determining priorities for the allocation of resources and planning for systems to meet identified health needs

Thus the public health The public can eat at restaurants anywhere Access health care Breathe clean air Work in a safe environment and live without fear of catching many diseases because we are assured of good health system

Example of a best Assurance Model WHO officially declares India ‘polio-free’ India embarked on the programme to eradicate the nation of polio 20 years ago in 1995 when the disease used to cripple more than 50,000 children in the country every year This achievement had been possible with – resolute will at the highest levels, technological innovations like the indigenous bivalent polio vaccine – adequate domestic financial resources – and close monitoring of polio programme – with which immunization levels soared to 99 per cent coverage and India achieved polio eradication – A 2.3-million strong team of polio volunteers and 150,000 supervisors worked day and night to reach every child

Victory This victory for the millions of health workers who have worked with governments, non- governmental organisations, civil society and international partners to eradicate polio from the Region.

RSBY RSBY is currently a response to illness and has a potential to meet what is defined for UHC or for Public Health RSBY was initially designed as per the provisions of Social Security Act for Unorganized Workers with the ambition to provide Health for all It is a good platform to provide good health to all
