SMSA 2012 Annual Motorcycle Safety Conference A Comprehensive Approach to Motorcycle Safety Presenters: Andy Krajewski, SMSA Chairperson Brett Robinson, SMSA Consultant

Presentation Topics Reducing Motorcyclist Crashes – A Comprehensive Approach NHTSA Highway Safety Program Guideline 3 – Motorcycle Safety SMSA Focus

Reducing Motorcyclist Crashes Reducing motorcyclist crashes is a complex task – Diverse target and user groups – Difficult to reach consensus and rally support – Few states measure and evaluate efforts – Limited evidence indicating successful and effective countermeasures

Reducing Motorcyclist Crashes Reducing motorcyclist crashes is a complex task – Available data may not be “painting an accurate picture” – Programs may not be using data to establish priorities and programs – States have difficulty linking data sources

Reducing motorcyclist crashes is a complex task – Programs may not be using federal resources or establishing partnerships Reducing Motorcyclist Crashes

Most states use two motorcycle safety strategies – Rider training – Public awareness; mostly motorist awareness How successful are these strategies in reducing motorcyclist crashes? Reducing Motorcyclist Crashes

There is no “silver bullet” 2006 NHTSA published Highway Safety Program Guideline 3 – Motorcycle Safety – Based on the recommendations in the National Agenda for Motorcycle Safety (NAMS) Reducing crashes requires a more comprehensive approach Reducing Motorcyclist Crashes

1.Program Management 2.Personal Protective Equipment 3.Operator Licensing 4.Rider Education and Training 5.Under the Influence of Alcohol or Drugs 6.Legislation and Regulation NHTSA Highway Safety Program Guideline 3 – Motorcycle Safety

7.Law Enforcement 8.Highway Engineering 9.Rider Conspicuity and Motorist Awareness 10.Communication Program 11.Program Evaluation and Data NHTSA Highway Safety Program Guideline 3 – Motorcycle Safety

These components collectively create a comprehensive motorcycle safety program. No single component will reduce motorcyclist crashes. NHTSA Highway Safety Program Guideline 3 – Motorcycle Safety

SMSA needs to focus on assisting the states to implement the NHTSA Motorcycle Safety Guidelines. Provide support for all program areas and bring key agencies together. SMSA members can use these resources to implement a comprehensive motorcycle safety program. SMSA Focus

Encourage states to complete a NHTSA Technical Motorcycle Safety Assessment. Encourage states to do an annual Motorcycle Safety Self-Assessment. Encourage states to measure and evaluate their programs. SMSA Focus
