3 Why Are We Here? 32,719 94 4,668 motorcyclist fatalities in 2013, 14% of all traffic fatalities 88,000 motorcyclists injured in 2013 25% of riders involved in fatal crashes did not have valid licenses at the time of the crashes 65 and older motorcyclist fatalities increased by 249 percent from 2004 to 2013

4 NHTSA’s Mission Save lives, prevent injuries and reduce economic costs due to road traffic crashes, through education, research, safety standards and enforcement activity. NHTSA is not set up like HSOs TIC: ROPD Research and Program Development Tools (assessments, standards, reports, training) ROPD: Oversight of highway safety grant funds managed by the SHSOs Working with state partners in planning the highway safety program Vehicle Safety Vehicle safety research Regulation of the vehicle and associated equipment manufacturers Motor Vehicle Safety Standards

6 Data In 2013, motorcyclists accounted for 14 percent of all traffic fatalities, but made up just 3 percent of all registered vehicles in the United States, and accounted for only 0.7 percent of all vehicle miles traveled. From 2004 to 2013, motorcyclist fatalities increased by 16 percent. Among those increases, the 40 and older age group made up 46 percent of motorcyclists killed in 2004, as compared to 55 percent in 2013. Within this motorcyclist age group, fatalities increased by 39 percent over a 10-year period. Data has also shown that, in 2013, the average age of motorcycle riders killed in motor vehicle traffic crashes was 42.

NHTSA develops partnerships with stakeholder organizations like SMSA and other many subject matter experts for planning and development of tools and programs NAMS Rider Training Standards Administrative Standards NAMS/National Agenda for Motorcycle Safety Consensus document for comprehensive approach to motorcycle safety Rider Standards Consensus document for minimum standards for basic rider training and how to administer them NHTSA does not approve curriculums, nor does it prescribe who should Designed for states to evaluate proposed and existing curriculums

Impaired Riding Enforcement Florida Helmet Demonstration Project Non-universal helmet law state Partnership with FDOT and the SHSO with the University of Southern Florida Center for Urban Transportation Research (CUTR) Significant access to data and analysis Development of segmentation study on helmet users and non-users Unique outreach strategies (non-governmental voice, non-traditional/guerilla marketing approach, sustained zip-code digital strategy Impaired Riding/HVE Currently under way Looking for small community with known impaired riding problem 65 checkpoints/saturation patrols over 2 years Florida: Dr. Chanyoung Lee is spearheading this project. He’ll be speaking about it tomorrow

Moving VMT from estimates to actual real-world numbers Understanding the knowledge and behaviors of non-riding motorists The need to further utilize non-fatal data for programming NOTE: FRAME ALL THESE AS “WE ARE EXPLORING CHALLENGES AND SOLUTIONS TO….” Annual Safety Inspection data offers promise in determining a census of a state’s motorcycle VMT Currently VMT is just an estimate from ADT and AADT data provided to FHWA Self-reported consumer data indicates higher VMTs VMT plays a tremendous role in competing for $$$ Several states have untapped data sources to ascertain VMT Motorist behaviors Level of awareness of legitimate motorcyclist behaviors (ie downshift to slow down, intra-lane weaving for conspicuity) Alternative data sources PPE surveys User generated content Outcome evaluations
