CAI-Asia Local Network Strategy – Rationale CAI-Asia acknowledges the importance of existing networks and believes it will be more efficient to work with these organizations rather than create entirely new organizations. respondents in the CAI-Asia Phase I evaluation survey also agree that local networks are the best strategy to get a stronger involvement of city members integration of local AQM movements in the regional CAI-Asia network has not been undertaken in a systematic, consistent manner (i)define the relationship between local CAI-Asia networks and CAI-Asia; (ii)clarify the support that can be provided by CAI-Asia in facilitating the establishment and strengthening of CAI-Asia local networks; and (iii)prioritize CAI-Asia activities related to local networks. Objectives

Multi-sectoral orientation Leadership by champions Transparent and accountable Local roots and locally owned but part of a regional movement Sustainable financing model CAI-Asia Local Network Strategy – Principles “Code of Ethics” Advocacy and lobbying for clean air is allowed provided such activities are consistent with local laws and regulations; Commercial activities or the promotion of a particular technological solution/product to address air pollution are not allowed; Performance-based policies are encouraged.

Relationship between Local Network and Regional CAI-Asia Formalization of relationship through a MoU. MoU will embody the detailed goals and commitments, areas of cooperation, and responsibilities of the Regional CAI-Asia Secretariat and the organization. Joint Activities i) fund raising, ii) cooperation in knowledge management, iii) capacity building support for local network, and iv) cooperation in the implementation of pilot programs.

Role of Local Network (i)knowledge management – document and disseminate information on AQM in the country; promote exchange of information on AQM… (ii)capacity building - identify capacity building needs of local network members, coordinate with CATNet-Asia and other training providers, prepare training materials in local languages… (iii)pilot projects - propose pilot projects to encourage innovation in AQM, facilitate pilot project implementation … (iv)AQM strategy, regional policies and standards - review existing AQM strategy, action plan, or roadmap, provide feedback and conduct discussions on regional policies and standards initiated by CAI-Asia and its members/partners (e.g., Strategic Framework for Air Quality Management)… (v)regional workshops on AQM - Organize regular stakeholder meetings at the local and national level to discuss AQM and to improve coordination and cooperation among stakeholders, a ct as local counterpart for international organizations and programs who want to organize AQM related workshops …

Phase 2 CAI-Asia: Activities related to Local Networks  Strengthening of the local networks – Bhutan, China, Indonesia, Pakistan, Philippines, Sri Lanka, Vietnam  Phased setting-up of local networks – Bangladesh, Cambodia, India, Malaysia, Mongolia, Thailand  Develop a strategy to support the sustainability of local networks  Conduct training for representatives of local networks on organizational set-up and management  Establish a CAI-Asia Trust-fund to support the activities of CAI-Asia and its members  Develop a small grants program for CAI-Asia member cities and organizations
