CASE STUDIES OF TECHNOLOGY TRANSFER PROJECTS AND PARTNERSHIPS A SMALL ISLAND PERSPECTIVE Kishan Kumarsingh TRINIDAD AND TOBAGO

q Technology needs and technology needs assessment q Need for “soft” technologies used in developing local and regional climate models to reduce uncertainty in vulnerability issues; q Need for development of capacity and know-how in climate change assessment across all sectors (cross-cutting issues) q Need for continuous assessment of vulnerability and adaptation options (avoidance of maladaptation) Technology transfer issues

q Technology information q Establishment of an international Technology Information Network involving public and private sector players to enable access to, and discussion of, adaptation and other environmentally sound technologies including mitigation on a continuous and sustained basis - possibly linked to SIDSNet for more effective delivery to SIDS q Development of in-country network of institutions in public and private sector in CC and environmentally sound technologies to engender discussion on needs across sectors Technology transfer issues

q Capacity building for technology transfer q Establishment and development of in-country networking dialogue on technology needs and capacity gaps q Establishment of academic programmes in relevant national and regional institutions, particularly at the tertiary level q Enhancement of existing endogenous capacities and technologies, including south-south cooperation and collaboration, especially among SIDs Technology transfer issues

q Transfer of technology mechanisms q Establishment of regional and sub-regional Climate Change Centers that will serve as a clearing house on climate change issues including technology transfer q CCC may also serve as quality control nodes and will advise on adoption and operation and maintenance Technology transfer issues

q Building Responsive Capacity: Transfer of technology mechanisms q address policy nexus between socio-economic development concerns and sustainability and equity issues related to GCC q Develop appropriate coastal zone management practices and systems that reduce vulnerability and increase the natural resilience of SIDS coastal and marine environments Priority Concerns of SIDs for Capacity Building and Technology Transfer

q Building Responsive Capacity: Transfer of technology mechanisms q Develop appropriate frameworks for SIDS to address linkages between availability of water resources, food security and the impacts of GCC q Linkages between patterns of energy production and consumption and CC and between energy and sustainable development - need for strategies and mechanisms for the use of new and renewable forms of energy. Priority Concerns of SIDs for Capacity Building and Technology Transfer

q Building Responsive Capacity: Transfer of technology mechanisms q Promotion of energy conservation and energy efficiency, and adoption, development and dissemination of renewable and innovative energy technologies and systems q Address impacts on human health and on overall socio-economic development and infrastructure in SIDS, particularly in the tourism sector Priority Concerns of SIDs for Capacity Building and Technology Transfer

q SIDS are generally net importers of energy technologies in power generation, motor vehicles and marine and air transport q Also net importers of hard and soft technologies in adaptation as well as in mitigation and weather forecasting q SIDS therefore do not have the resources to develop technologies to adapt to or mitigate against CC - technologies are purchased, when available, at commercial rates, which often inflates tech needed in CC Priority Concerns of SIDs for Capacity Building and Technology Transfer

q Recognised lacunae in the institutional and intellectual capacity required to fully comprehend, on an ongoing basis, required technology needs and assessment of those needs to adequately address the impacts of CC Technology Needs, Capacity Building and Research and Development

q Institutional strengthening, training and education - training in predictive computer modeling for GCMs and know-how in conducting integrated climate change assessments - training in conducting technology and capacity needs assessments - development of a programme of action for data collection using GIS to inform planning decisions - enhancement of the physical and human infrastructure in key institutions for data collection Technology Needs, Capacity Building and Research and Development
