The Calman Commission Commission on Scottish Devolution

What is the Calman Commission? This Commission investigated how beneficial devolution has been to Scotland since the 1998 Scotland Act led to the creation of the Scottish Parliament.

Findings and Recommendations… Devolution has been a success, and is here to stay Scottish Parliament should have more powers relating to tax Regulation of airguns, the administration of elections, drink- driving limits and the national speed limit should be devolved

Findings and Recommendations… OIL - Calman warned of the reliability of North Sea revenue because of volatile world oil prices, and said value was likely to decline in future. Rejected the devolution or assignment of oil and gas tax receipts to the Scottish Parliament.

Findings and Recommendations… THE UNION - The Calman commission - backed by the pro-union parties - has been much derided by the SNP for deciding not to consider the independence issue. In its conclusions, the commission has declared devolution to be a success and said the Union works to Scotland's advantage, especially in economic matters.
