Master Patient Index (MPI) Project Update Presentation to NADB Nick Elcock 14 th January 2009

The Business Need Patient Safety –To reduce duplicate records (resulting in partial clinical records) –To improve demographic data quality and reduce clerical errors. To support Trust Merger –To ensure that each patient has only one identity in the newly formed Trusts –To allow new information systems to be implemented across the whole Trust To support the implementation of the Welsh Clinical Portal –A single source of patient identity –Pointers to the location of clinical information

Data Quality Business Processes

WCP and the MPI

Why Not Use the WDS? WDS only holds demographic data and not the references to link to episodes of care. WDS is only populated with patients registered at Welsh GPs WDS is only updated by GPs

A National MPI As services start to be delivered as a national level: National MPI to supplement or supersede local MPIs National systems will link into the national MPI. (LIMS, PACS integration ? Future versions of WCP)

Approach Three stages but a detailed plan is only required for stage 1 1.Specification of Scope and Requirements 2.Procurement / Development 3.Implementation & post implementation review Stage 1 - Specification of Scope and Requirements 3 streams of work:- –Process Definition –Requirements Data Definition Functional Catalogue Technical requirements –Procurement/Development Planning Market evaluation In-house development proposal(s) Options appraisal and Business Justification Followed by a decision – AW procurement or In-house development
