Slovak Environmental Inspectorate Procedure of issuing the permits in the Slovak Republic

SEI Integrated Permit and Control Unit established on

Integrated permit procedure comprises procedures in the areas of: air protection surface and underground waters wastes protection of agricultural land protection of forest land human health protection veterinary protection of a territory protection of nature and landscape

Integrated permit procedure concerns: change of the installation character change in the operation of an installation extension of an installation

Integrated permit procedure does not include territory planning procedure Environmental Impact Assessment (EIA) Setting conditions for prevention of serious industrial accidents (SEVESO II)

Characteristics of the installations according to the IPPC Law existing installation – an installation for which the building permit application was submitted before 30 October 1999 and it started operating by 30 October 2000 new installation – an installation which is not an existing installation (the installation put into operation after 30 October 2000)

Issuing an integrated permit - deadlines new installations – must have the integrated permit issued by the date of the SR accession to EU, i.e. by 30 April 2004 existing installations – must have the integrated permit issued by 8 years from the IPPC Directive taking effect at the latest, that is by

Permit procedure -call for an operator to file the application -consultation or preliminary hearing re. the preparing application - start of the proceedings – at the delivery of the application

SEI must do the following assess if the application is complete establishes the parties to the proceedings and the relevant authorities notifies the parties to the proceedings and the relevant authorities about the launch of the proceeding delivers a brief summary of the application to the municipality and the relevant authorities and other parties to the proceedings asks the municipality to publish the information and the call on its official notice board or in any other way used locally

Oral proceedings concerns the application comments and suggestions of the invited persons the minutes of the public meeting of the municipality citizens if there was one

Integrated permit contains details of the measures and technical equipment for air, water and soil protection emission limits for substances emitted from the installation measures to prevent pollution, mainly by using BATs measures to prevent production of waste conditions for energy management measures to prevent accidents and limit the effects of the accidents mainly in case of launching the installations into operation, failure of technical facilities, short-time interruption of the activity etc. requirements for trial operation

Exceptions for the operation in order to carry out changes in the installation through which the compliance with the permit conditions is achieved, or to terminate the activity in the installation time limited to 6 months from the validity of the permit until 30 October 2007

Written permit is delivered to parties to the proceedings relevant authorities involved persons foreign competent authority Published on the WWW site of SEI and official notice board in the municipality concerned
