1. Weak Distribution Systems Particularly at lowest levels of the supply chain where clients can access contraceptives –Warehousing at all levels –Timely transportation to each level, especially to service delivery points

2. Weak Logistics Management Information Systems (LMIS/SIGL) Inadequate data for ordering at all levels of supply chain & for forecasting at national level Weak forecasting leads to erratic procurement (national and donors) Inadequate data for monitoring & evaluation of contraceptive availability in country Inadequate data from all programs & partners, esp. HIV/AIDS condom programming Weak coordination between all partners & programs
