TMEA One Stop Border Posts (OSBP) Tanzania Country Programme Development Partners Dar es Salaam, 15 May 2013

The TMEA OSBP Programme TMEA OSBP programme is part of the larger TMEA Economic Corridor Programme. 5 integrated programmes: –OSBPs / IBM programme –Trade Facilitation-Transport –Trade Facilitation-Non Transport –Infrastructure –ICT for Trade and Transport Facilitation TMEA is funding 7 OSBPs, 4 in Tanzania: Holili/Taveta (TZ/KE), Mutukula (TZ/UG), Kabanga/Kobero (TZ/BU) and Tunduma/Nakonde (TZ/ZM). 7

The TMEA OSBP Programme TMEA is funding 7 OSBPs in East Africa 4 in Tanzania –Holili/Taveta (TZ/KE) –Mutukula (TZ/UG) –Kabanga/Kobero (TZ/BU) –Tunduma/Nakonde (TZ/ZM). 8

Other OSBPs in Tanzania World Bank -- Horohoro (TZ/KE) and Sirari (TZ/KE) AfDB/JICA -- Namanga (TZ/KE) JICA - Rusumo Falls (TZ/RW)  Regional OSBP activities coordinated through a multi-donor task force established by TMEA  National OSBP activities coordinated and managed through a national OSBP Committee overseen by MEAC 9

How to Achieve the Objectives Enhance national and bilateral collaboration among border control agencies Implement OSBP controls Implement Integrated Border Management (IBM), including IT, inspection facilities and office equipment Simplify and integrate border clearance processes Encourage processing of documents before arrival of goods at the border (i.e. pre-lodgement) Improve infrastructure, including staff housing where funding allows. 10

Steps for Developing OSBPs Enable consultations and bilateral agreements between governments Conduct relevant technical studies Establish key committees and sub-committees Resolve pre-construction issues, e.g. land compensation Resolve Construction issues Implement IBM during beginning of construction phase 11

Progress to Date TUNDUMA : Bilateral agreement signed in 2010 Survey of traffic volumes and a schematic design carried out in 2011 Schematic design approved by OSBP Steering Committees of Tanzania and Zambia in February 2011 Cadastral survey to demarcate the area to be occupied by the OSBP completed in 2012 Design and Supervise contract to be awarded 12

Congestion at Tunduma Due to: No parking on the Zambia side resulting in trucks cleared by TRA having to wait on the Tunduma side of the border Only one gate for crossing the border in both directions The road is too narrow for modern container traffic. Immediate Solution: Pre-arrival processing of documents by the Zambian Revenue Authority (ZRA) Possible Solution: Find alternative remote parking for trucks bound for Zambia where pre-clearance could be conducted. 14

Progress to Date Holili: Construction to be completed by mid-June 2013 Construction of Taveta OSBP on the Kenya side will be completed in October 2013 Tanzanian and Kenyan border agencies will relocate to new building on Tanzania side in June 2013 OSBP arrangements will start in July on a pilot basis until construction of Taveta OSBP is completed. Kabanga: Construction contract awarded, expected completion December 2014 OSBP arrangements will commence using shared facilities at Kabanga/Kobero in June

Progress to Date Mutukula: Construction to be completed by August 2013 Tanzanian and Ugandan border agencies will relocate to new building in August 2013 Construction on the Uganda side will be completed in the last quarter of 2014 OSBP arrangements with Mutukula (UG) will start in August on a pilot basis until construction on the Ugandan side is completed. 17
