Lessons from the ECOWAS/UEMOA White Paper & its Implementation

The ECOWAS/UEMOA White Paper(adopted Jan.2006) A Regional Energy Access Vision & Objectives Targeting MDGs Objectives 100% Access to modern Cooking Fuels (urban and peri-urban) At least 60% Access to energy for productive uses (ex. motive power, targeting rural areas) 66% Access to electricity (100% in urban & peri, 36 % rural) Results Areas by 2015 Harmonized political and institutional frameworks with access to energy services reflected as national priority for achieving HD MDG based energy access investment programs Contribution to regional integration by pooling good practices, sharing information & exchanging experiences to inform practice and guide capacity development interventions Avec pour priorité pour les états membres pour les 10 ans à venir……

The ECOWAS/UEMOA White Paper A Regional Action Plan Action line1: Capacity building (public and private sector actors); Action line2: Integration of energy access considerations into development plans, formulation and implementation of investment programs to expand energy access (soft loans, grants, private sector investment…); Action line3: Exchange, promotion and dissemination of best practices (Knowledge generation, Networking & Management); Action Line4: Promotion of local production of energy goods and services. Avec pour priorité pour les états membres pour les 10 ans à venir……

Challenges & Lessons Lessons Challenges Political inertia and re-vitalisation of member states states for sustained action and facilitation of multisector process for energy access planning Lessons Need for sustained effort and targeted support over a period of time for the multisector process to mature (about a year) Leadership and country context determining factors in facilitating integrating energy access considerations and formulating investment programs

Sustaining Actions & Enhancing CD efforts Regional/national development strategies/PRS to sufficiently reflect energy access for the poor as a priority ( Support to NMG, Awareness, training ,etc) Budgetary allocations (domestic/external resources) to support energy access national priorities Regional & National policies/strategies and budgetary allocation Advocacy for alignment of domestic and external financing (incl. ODA) with countries’ priorities expressed in the NDS/PRS – Paris and Accra Declarations improved coordination among partners to take a issue-wide/sector-wide approach Investment financing Capacity development Strengthen planning, coordination, management and monitoring capacity of lead institutions and administrators Enabling legal and regulatory framework to enable local institutions/private actors effectively participate in energy service delivery Support to enterprise development (productive uses) to ensure that energy services contribute to livelihood development and service delivery is sustained by the community people themselves.
