Project proposal for stratetic 3rd call: Implementation and networking of best practices in policy learning mechanisms in SouthEast Europe Priority: FACILITATION OF INNOVATION AND ENTREPRENEURSHIP 1.3. Implementation and networking of best practices in policy learning mechanisms in SouthEast Europe ToR1: Policy Learning Mechanisms in Support of Cluster Development Aleksandra Krumpak Pomurje Technology Park, Slovenia

The key issue : In SEE countries networking in clusters was/is motivated by fact that states finance/cofinance them. State cofinancing of clusters are expiring. Key challenge of this project is to identify type and content of policy which will attract enterprises to enter the cluster (without financial support motivation). The key idea of the project is policy learning for establishment of international SEE cluster in GREEN TECHNOLOGIES. This interdisciplinary cluster will: - be underpined by ICT and innovative engineeering - have multiapplicative effects in energetics (energy efficiency) and environment (environmentally favourable), - have extensions in sectors like agrofood, biotechnology, biofuels.

In each participating country national cluster (established or new) will be networked into the umbrella GREEN TECH cluster. Main taks of this “international clusterland” will be seeking multiapplicative effects in chain of values (market niches and added value for members of clusterland). Planned “technical” WP: Organisation/human resources management (main output: educated persons, policy recommendations) Optimisation based on best practices (main output: policy recommendations based on best practices) Internationalisation (main output: definition of policy why enterprises should become cluster members)

The key factor of this project are good partners. We are seeking for two type of partners: On strategic level - national organisations (ministries, agencies,..) On operational level (technology parks, business incubators, universities,……) All partners should have strong interest in Green technologies and should coordinate one of the Green technologies sector of interest on their national level. We have potential partners in Greece, Macedonia, Serbia, Slovenia. We seek partners from other SEE countries. Contact: Pomurje Technology Park
