2 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT National Strategy for Competitiveness an initiative undertaken by the National Reform Programme 2013-2020 Vision To develop a competitive business eco-system, based on a stable regulatory environment, centered on entrepreneurship, innovation and creativity, to focus on trust, efficiency and excellence and to place Romania in the first 10 economies in Europe.

4 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT Priority 2: Public-Private Partnership for economic development O2.1 Long-term institutionalization of industrial foresight centers / technology / RDI under public-private collaborative regime. O2.1 Public-private partnership for improving the regulatory framework. O2.1 Strengthening and developing clusters / poles of competitiveness. Priority 3: Support factors O3. 1 Human resources and education: to improve the quality of education and training in order to ensure correlation with the labor market. O3.2 Research, development & innovation: providing public funding equivalent to 1% allowing leverage the demand for research in the private sector. O3.2 Helping SMEs to launch innovative products and services through venture capital funds, grants, cooperative projects. O3.3 Creativity: to stimulate entrepreneurship in the creative industries by creating incubators / clusters / accelerators and by supporting the development of start-ups in the cultural and creative field. O3.4 Road infrastructure: improving road infrastructure to link the neighboring countries Romania.

6 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT National Reform Programme 2013 – 2020 To meet the challenges identified, the strategic steps assumed by Romania through the National Reform Programme 2013 aims to promote innovation and improve technology transfer by developing component of smart specialization based on industrial sectors, services and regions identified as having high innovative potential to stimulate their ability to attract SMEs in supply chains, innovating technological processes and products and to penetrate new markets.

7 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT The Communication 14/2014 from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions ‘For a European Industrial Renaissance‘ Building on the work of the task forces, the Commission proposes to Member States to combine regional and industrial policy tools to create Smart Specialisation Platforms to help regions roll out smart specialisation programmes by facilitating contacts between firms and clusters, enabling access to the innovative technologies and market opportunities.

8 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT The European Commission's Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs invites cluster organisations, other business network organisations, technology centres and science parks interested to team up around specific industrial thematic areas, in the context of industrial modernisation. Through a dedicated call for the expression of interest, the aim is to mobilise European Strategic Cluster Partnerships for smart specialisation investments (ESCP- S3). This call is linked to the establishment of the Smart Specialisation Platform on Industrial Modernisation and Investment and is envisaged to strengthen industry participation and inter-regional collaboration in the implementation of smart specialisation strategies. Deadline: The partnering process via the partner search tool: (http://www.clustercollaboration.eu/partner-search) of the European Cluster Collaboration Platform was open in May 2016 and remains open until the end of December 2016partner search toolhttp://www.clustercollaboration.eu/partner-search Towards European Strategic Cluster Partnerships for smart specialisation investments (ESCP-S3) - Call for the expression of interest

9 MINISTRY OF ECONOMY, TRADE AND RELATIONS WITH BUSINESS ENVIRONMENT To be considered to be awarded the ESCP-S3 Label, Partnership will have to fulfil at least the following conditions in terms of composition of the Partnership: 1.Being composed of cluster organisations, business network organisations, technology centres or science parks with an own legal entity established in a minimum of three different EU Member States or countries participating in the COSME programme; 2.Including at least one organisation established in a region classified as less developed or in transition, according to the mapping proposed for Structural Funds eligibility for the period 2014-2020; and 3.Being able to demonstrate relevant smart specialisation prioritisation or support from the regional authorities corresponding to the proposed Partnership members. The list of labelled European Strategic Cluster Partnerships for smart specialisation investments will then be listed under a dedicated corner of the European Cluster Collaboration Platform.
