During the conflict 1978 – 1992 Cross boarder programs Not much interaction with government International NGOs and UN were the main actors Mostly relief programs

Politically strong Govt, but weak administrative systems Ministry of Planning was responsible for coordination Donors preferred supporting through UN and NGOs directly Local NGOs emerged

During Taliban Government (1996 – 2001) Donors were still supporting the country through UN and NGOs Government was in total isolation There was always a suspicion about the donors, UN and International NGOs activities Government was though on Donors

New government (2002 onward ) Strong government Globally recognized International assistance quickly mobilized Afghanistans Aid Coordination Authority established MoFs systems replaced with internationally accepted standards

In Core Development budget process Government makes sure: Aid is shown in the budget Aid details posted in website The money spent according to agreement SOE provided upon request Account Statement provided Portfolio review conducted Issues discussed in CGs, DCSCM Donors should make sure: Assistance is inline with National and Sectoral Policies/strategies Once in the budget it is disbursed Money is disbursed/replenished on time Closely consulted/coordinated with the implementing ministry The assistance has a capacity building component Disbursement protocol is signed

In Trust Funds Aid is shown in the budget/website The money spent according to agreement and donors preference SOE provided upon request Ineligibility is avoided TF is administered by independent parties Management board oversee TF activities The money spent according to agreement / donors preference Quarterly report is provided Monitoring agent is monitoring the expenditure Disburse once committed money Do not make commitment for particular programs but can prefer some Not change idea once in the budget Let Govt representative be Member of Management Board Government makes sure: TF administrator makes sure: Donors makes sure:

In External Budget process Government makes sure: Aid is shown in the budget Projects included in Donors Assistance Data base Figures posted in website Donors should make sure: Assistance is inline with National / Sectoral Policies/Strategies Use cost efficient disbursement routes Prefer ministries/local implementers Quarterly disbursement report is provided

Conclusion Donors were supportive and cooperative towards national polices Donors have different nature/interest/ mandates and requirements so every one is unique and needs special treatment We need to encourage donors to develop their long term country financing strategy according to our National Development Strategy. Afghanistan has progressed towards improving relationships, MA and thus an effective aid mechanism Systems and mutual interest/ trust helps bringing MA. Political context is saying the last/important words
