Background and context 1.Background: Vietnam Access to Resources Household Survey (VARHS), started in 2002 with around 1000 houhsehold in 4 provinces of Ha Tay, Phu Tho, Quang Nam and Long An. Then, the survey is repeated each 2 years with expanded surveyed samples. In 2006 VARHS implemented in 12 provinces with 2,324 households and in 2008 VARHS implemented in 12 provinces with 3,223 households. The next survey will be implementing in 2010 in the framework of this project. 2.Purposes: Providing detailed information on situation of rural household access to resources such as land, credit, S&T, market information as well as other material resources for economic and livelihood development. The descriptive report of 2008 survey is focusing on: labor, income, land use rights, investment, agricultural production, risk, saving, credit, social capital as well as impact assessment of ARD program on household economy.

The 2008 survey of VARHS in 12 provinces Only rural areas! 7 BSPS provinces:  Ha Tay, Nghe An, Khanh Hoa, Lam Dong, Phu Tho, Quang Nam, Long An 5 new ARD provinces:  Dac Lac, Dac Nong, Lao Cai, Dien Bien and Lai Chau Total: > 3,000 households (some also surveyed by GSO/VHLSS (different years)

Survey Site Mapping for VARHS 2008 and VHLSS VAHRS2004 VHLSS Source: Calculations IPSARD

Samling strategy Total number of households (HH) surveyed: HH, of which 1,338 old HH [also surveyed by the 2004 VHLSS in VARHS06] 846 older HH [from Ha Tay, Phu Tho, Quang Nam, Long An also surveyed in 2002 VHLSS, some in 2004 VHLSS and all in 2006 VARHS] 945 new HH [in Lai Cai, Dien Bien, Lai Chau, Dak Lak and Dak Nong] 120 HH [replacements] In 2008 report we use 1,338 HH [but other HH to be used for various studies, in-depth studies, impact analysis related to ARD-SPS programme] The importance of panel data [control for unobserved household characteristics] + cross section analysis also possible Some dificulties in implementing survey and data analysis: The thick, comprehensive and complicated questionaire; detailed analysis data at different level of Individual, Household and Plot levels.

Structure of the 2008 VARHS report Introduction Chapter 1General household characteristics Chapter 2Labor and income Chapter 3Land: Property rights, investment and markets Chapter 4 Agricultural production Chapter 5 Risk, insurance, savings and credit Chapter 6 Social capital and access to information Chapter 7 Baseline analysis for impact assessment of ARD Conclusion

What lies behind household questions Questionnaire design and survey implementation Land questions as an example: For each plot the household has access to, questions were asked related to: When the household got access How the household got access Usage arrangements Restrictions on use Status of the Red Book (land certificate) Improvement in land quality Land market transactions Similarity are applied to other questions related to household access to resource Details in each issues will be presented by Professor Finn Tarp
