The population: nearly people More than 60% is poor households Low level of education Rice cultivation - through slash and burn agriculture and animal husbandry.

What kind of entities got allocation and what kind of forest were allocated in Le Thuy District? Whether FLA could reduce the impacts on natural forests? How the livelihoods have changed after the allocation? Determine how has FLA implemented and its impacts on forest resource utilization and livelihood of local people

Disadvantages Clear land border, less conflicts Effective work Life more stable Borrow money Work is less hard and dangerous Knowledge of forestry plantation Awareness of forest protection Long time to achieve Redbook Unusable Land and erosion land Small size in comparison with demand Unequal land divided Lack of investment, supporting (training, transportation, trade market) Losing fertility (use the same piece of land) Low and long income

12 4. Conclusions LUC plays a significant role in the process of FLA
The conflicts still happened in the process of FLA between Non-state Enterprises and households. After 10 years, FLA created the smallholders of tree plantation, it did not contribute significantly to income generation The dependency on the forest resource can be reduced with the larger allocated
