DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Introduction to the Minerals &Energy Security Process Security policy Security Assessment Board Transfer of titles Information required Minimum closure expectations DRDPIFR security calculation tool

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES SECURITY POLICY Security Assessment Board was established to oversee all security matters. Security will be applied to all Authorisations The Minister shall determine the level of security 100% of the security calculated is to be submitted. Calculation of securities will be based on the actual cost of rehabilitation Securities will be regularly reviewed security released once closure criteria have been met. Cash or Bank Guarantee

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Operator submits Application Documents (forms, MMP / EMP) MMP Assessed Authorisation Issued / MMP Approved Security Request and lodgement Operational Activity Accepted Operator Notified of Deficiencies Assessed for referral to EHA Not Accepted DRDPIFR Security Calculation Security Assessment Board Endorsement

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Operational Activity Security Reviewed MMP Approved Operational Activity Operator Notified of Deficiencies Revised MMP’s submitted and assessed Not Accepted Revised Security lodged DRDPIFR Audits

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Security Assessment Board - SAB Established 2005 to endorse level of security Membership Scope Benefits Confidentiality

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Transfer of Titles When a new operator takes over an existing Authorised tenement, to ensure continuity of operational activities; Before transfer the original owner nominates new owner as operator; New operator applies for an Authorisation; Submits MMP; Security based on existing and proposed disturbances

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES General Overview of Security Calculation Calculations are based on the activities detailed in the MMP Operator is required to do a self assessment Consideration of post closure activities Appropriate remediation techniques

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Information Required Proposed life of plan and life of mine closure options Size of disturbed areas Inherent aspects of disturbed areas Rehabilitation material sources and methods to be used Research or trials results (if undertaken) End land use For the Department to undertake an accurate and fair assessment of the intended program, details of the area and number of disturbances must be included in the MMP.

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Expected Closure Objectives Compatibility with agreed post mining land use physical safety low risk to biota Stability Rubbish clean-up Revegetated or otherwise improved Visual amenity Heritage and archaeological sites

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations Site Infrastructure Buildings and plant removed Power terminated Contaminated soils/materials removed Concrete footings broken up and buried or removed Area ripped and revegetated Alternative beneficial use for underlying land owner

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations Extractive –Sand, Gravel, Clay Battering and contouring of walls Or backfilling Topsoil replacement if available Ripping/ drainage contouring Revegetation Access closure Erosion / fire / revegetation /weed monitoring

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations Hard Rock Pits & Quarries Walls stabilised Abandonment bund /access closure/fencing capping, contouring, ripping Revegetation Monitoring of pit, ground and surface waters Fire, weeds, erosion

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations Underground Workings Capping or infilling of shafts Adit/decline closure or sealing Ventilation fans sealed and rehabilitated Geotechnical monitoring (slumping) Geochemical monitoring (ground water interactions)

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations TSF’s and Dams Battering & revegetation of dam walls. Tailings Dams – Capping and reseeding appropriate to the material being mined and closure objectives Contouring/ripping and drainage works Longer term monitoring and maintenance (revegetation, water quality, stability) Beneficial use for underlying land owner i.e. stock watering

DEPARTMENT OF REGIONAL DEVELOPMENT, PRIMARY INDUSTRY, FISHERIES AND RESOURCES Minimum Closure Expectations WRD’s and Stockpiles Stabilisation or removal Reshaping to appropriate grades Erosion control / drainage works Capping and contouring Revegetation Seepage management Longer term monitoring and maintenance
