Non-state actors and the Governance, Justice, Law andOrder Reform Programme (GJLOS) in Kenya The NSA Facility for Democratic Governance in Kenya: o GJLOS, important SPSP in Kenya, co-funded by the EC; o NSA involvement seen as a missing link; o NSA and Gov. agreed upon NSAs being “in” and “around” “In”: enhanced NSA participation in GJLOS thematic working groups & tech. coord. Committee; “Around”: independent facility supporting NSAs in their contribution to the achievements of GJLOS key results areas (calls for proposals, types of activities fully consistent with objectives sustaining independent NSAs’ capacity of action & monitoring).
