Offshore Europe Oil & Gas Exhibition & Conference Aberdeen 2005 Gordon Rodgers Business Manager SQA A framework for Training and Competence

SQA is the national body in Scotland responsible for the development, accreditation, assessment, and certification of qualifications other than degrees. SQA offers a full range of qualifications which are fit for purpose for the training and development needs of a wide range of occupational sectors.

Our qualifications are available at various levels and they are of different sizes dependent on the needs of the learner.

SQA also has international experience and has worked in countries across the globe providing advice on setting up and administering qualification systems. We respond quickly to customer demands and our pricing is competitive.

In particular, we have a large portfolio of vocational qualifications based on occupational standards which are flexible and are designed to meet the needs of industry.

Our organisational structure allows us to operate on an account management basis for major clients. This ensures that communications are effective and efficient.

SQA has a partnership approach to qualifications development and works with organisations such as COGENT, international oil companies and national governments to ensure that all our qualifications meet the needs and expectations of the industry.

SQA is targeting the oil and gas sector as one of its key areas of activity for qualifications development. Earlier this year SQA participated in the getenergy conference in Houston. We were the only national awarding body to do so.

Our strategy involves a number of components: Work with Scottish FE colleges to support developments domestically & internationally Work with industry partners internationally Develop a training & competence framework for recognising skills and knowledge internationally

The training and competence framework will contain units and qualifications which can be used by companies and governments to take candidates from basic training to full technical competence. The starting point is Progression Standards which provide the basic skills, knowledge and understanding. From here candidates move to Vocational Standards which recognise full technical competence.

The units and qualifications in the framework will be levelled using the Scottish Credit and Qualification Framework (SCQF) which will help in benchmarking them against international qualifications.

Oil companies will be able to use their own training programmes and match them against these units where appropriate. This will mean employees/trainees can get a national/international qualification which is recognised and transferable.

The framework will be transportable and will allow oil companies to use it in a number of countries in a way that suits the companys own training programme but which will give reassurance to the host country.
