23 October 2001 RRB-132 Draft Budget for CMS M&O and C&I in 2002 This document is submitted in response to a request by the CMS Resources Review Board of April 2001 It summarizes the estimated payments that the CMS Collaboration will have to make in 2002 for Maintenance & Operations (M&O) and for Commissioning & Integration (C&I) for Category A items only

23 October 2001 RRB-134 Draft Budget for CMS Construction in Cost Estimates and Breakdown The Costs were estimated by the Collaboration (MOTF+CERN) These Estimates were checked by the RRB Scrutiny Group (SG) The SG recommended to clearly separate these costs into : M&O = recurrent, and work in or near experimental vault C&I = non-recurrent, required up to end 2006, for activities in mounting and test areas, far from the experimental vault
23 October 2001 RRB-135 Draft Budget for CMS Construction in 2002 For CMS, the C&I costs in the year 2002 mainly arise from unpredictable circumstances, such as those caused by delays in civil engineering of the experimental area, or by inevitable changes to the detector mounting & integration scheme
23 October 2001 RRB-136 Draft Budget for CMS Construction in Cost Categories In accordance with the procedure established for the LEP Programme, M&O costs are broken down into : Category A = costs to be covered by the Collaboration as a whole Category B = sub-detector specific costs to be covered by the participating Institutions Category C = costs covered by CERN as the Host Institute in accordance with Annex 11 of the MoU for Construction
23 October 2001 RRB-137 Draft Budget for CMS Construction in 2002 All the costs presented herein are of Category A only, as defined by CERN and agreed by the SG Category B estimates are not presented as these cannot be reliable at this stage (most equipment is still with Institutes) Category C will, as in the past, be covered by CERN cf. Annex 11 of the CMS-MoU
23 October 2001 RRB-138 Draft Budget for CMS Construction in Estimated Costs and Proposed Sharing The cost sharing for M&O and C&I has been determined in proportion to the registered number of PhD physicists supported by a particular Funding Agency In order to cover the estimated M&O and C&I costs as shown in Annex 1 it is proposed to raise, as of early 2002, the contributions as shown in Annex 2 These contributions would be paid into a special fund that is operated like the Common Funds for Construction

23 October 2001 RRB-1311 Draft Budget for CMS Construction in 2002 RECOMMENDATION The RRB is invited to agree to the proposed M&O expenditure in 2002, and to the sharing of this expenditure amongst the CMS Funding Agencies The RRB is further invited to recognize the C&I needs for the year 2002, and to consider how these should shared amongst the CMS Funding Agencies
