4 Lubricant oils with mineral basis, synthetic or assimilated from animal origin put in Spanish market (manufatured, imported or purchased from other MS) With CN from COUNCIL REGULATION (EEC) No 2658/87 of 23 July 1987 on the tariff and statistical nomenclature and on Common Customs Tariff SPANISH EXPERIENCE IN WASTE OILS LEGISLATION IMPLEMENTATION SPANISH WO LEGISLATION - Industrial Oils And Waste Oils INDUSTRIAL OILS WASTE OILS Industrial oil unappropriate for its purpose Generated by Use of Oils, mixtures and emulsions In Spain and also for imports from other MS WO with < 50 ppm of PCBs generated in PCBs oils treatments

5  PRODUCER RESPONSIBILITY Manufacturers + Importers shall ensure WO collection and treatment without cost by means of IMS and agreements  OILS PRODUCTION Manufacture requirements (hazardous substances content) Prevention Plans to implant reduction measures (quantity- hazard)  GENERATION AND POSSESSION Generators and holders ensure delivery to collectors and to manufacturers (who shall accept and ensure management)  WO MANAGEMENT HIERARCHY AND TARGETS  PUBLIC AWARENESS CAMPAIGNS ON WO  SANCTIONARY PROCEEDING SPANISH EXPERIENCE IN WASTE OILS LEGISLATION IMPLEMENTATION SPANISH WO LEGISLATION - Content of Spanish Act on WO
