Workforce Investment Board: Comprehensive Economic Development Strategy (CEDS) 1

WIB? Every State in the Nation has a public funded workforce development system – typically administered locally by Counties or Cities System are mandated to have a business led board in an oversight role System funded with both Federal and State funds—local funds also for some System is focused on services to job seekers, students and businesses

Orange County: WIB Our local system is aligned with economic development—BOS designated in 2006 OCWIB administers over $20 million of programs/services Over 150,000 job seekers each year Over 1,800 businesses each year OCWIB and OCBC issues County Economic Development Strategy (CEDS)

Orange County Comprehensive Economic Development Strategy (CEDS) Orange County received approval of its CEDS from the U.S. Department of Commerce, Economic Development Administration (EDA). The CEDS is developed in partnership with Orange County Business Council (OCBC). The CEDS: Presents the current condition of the Orange County economy and its impact Identifies economically vulnerable areas in which to invest Proposes action on issues involving advancing red-zone residents’ lives Provides the framework required for Orange County region to be eligible to receive EDA funding 4

Critical Elements for Proposed Projects Project with a significant match of 25% Projects that impact growth in education test scores, improve infrastructure, and nurture small business employment growth Job Creation Formula: 5 jobs for every $10,000 5

How to Apply for EDA Funding All application instructions are located here: Orange County Projects are scored and endorsed by local CEDS Committee (OCWIB) and County prior to submission. Scores/endorsement process is conducted quarterly. OCWIB can provide technical assistance to strengthen your application and facilitate communication with local EDA office—essential to obtain early support from EDA staff. For OCWIB technical assistance, please contact: CEDS document and project scoring sheet is posted at Application Submission Deadlines (EDA Funding Cycle): March 14th June 13th October 17th 6
