Four Functions of Government  Keep Order (pass & enforce laws, create courts)  Provide Security (establish armed forces, protect citizens from foreign attacks)  Provide Services (protect public health, public safety and public welfare)  Guide the Community (develop public policy, manage the economy, conduct foreign relations)

Three Levels of Government  National Government (makes & enforces laws for the entire country, incl. rules for citizenship)  State Government (marriage laws, school laws, elections)  Local Government (counties, cities and towns – schools, police, fire, EMT, local courts, street lights, snow removal)  Federal law > State and local law
