Reserved Powers (Powers given to the state governments) Provide for public safety, health, & welfare Regulate trade/commerce within state Establish local governments Conduct elections, determine qualifications for voters Establish a public school system Enumerated Powers (given to the federal government) Pass all laws “necessary and proper” to carry out powers Regulate trade with other countries & among states Conduct foreign affairs Raise & support an army Coin/print money Establish a postal system Govern US territories, admit new states, & regulate immigration Concurrent Powers (Powers shared by state and federal governments) Enforce laws Establish courts Collect taxes Borrow money Provide for the general welfare
