Bay Area IRWMP Update Regional Acceptance Process (RAP) Regional Projects North Bay Process

Regional Acceptance Process (RAP) Submittal- April 29 – commitee-meetingshttp://bairwmp.org/events/coordinating- commitee-meetings –April 27 meeting Interview with DWR-May 28 8:30-10:30 am

(RAP) Interview Questions -Boundary- East Contra Costa, Santa Cruz -Governance - Voting members, funding, integrate efforts, ABAG, Water Forum, resolve conflicts, regional versus equitable, -Stakeholder Outreach- expand through sub- regions, participation of DACs ( and tribes), measure success, respond to input. -Water Quality- integrate water supply systems to increase reliability

(RAP) DWR- Likely endorse our region Time line: *Ours was the 3rd of 46 interviews they have planned. Currently plan the interviews to go through July 9th. * Will report on the RAP Process near the end of July. -Public comment period after that. *Announce their formal RAP decisions in early September.

RAP Important Themes - Consensus Approach - Developing sub-regions - Ability to rank projects - Developing “Regional” projects Challenges DACs Match-25%

(RAP) Funding- 10% of funds will go to DACs statewide Draft guidelines for Prop 84 should be out in the very near future. They are working to get final Prop 84 guidelines for Prop 84 out in early September; timing the RAP announcement and guideline release purposefully at the same time. They would likely get the final Prop 84 guidelines out regardless of the funding situation just to get it done. They are working on an IRWM Plan standard update and long term plans for the IRWM program. There is currently no authorization for providing bond funding, so the timing of funding projects is unknown.

Regional Projects Project Screening Sub-Committee –Meetings-May 4, May 18 –Developed draft schedule –Identified possible regional projects –

Regional Projects 1)Landscape Irrigation Calculator- MMWD 2) Drought Relief and Water Conservation Innovation Project-BAWAC (Zone 7) 3) Regional Green Infrastructure Capacity Building Project-SFEP 4) Regional Marketing for Recycled Water Use in the Bay -BACWA 5) Developing and Implementing Options for Mitigating Public Health Impacts of Eating Fish-BACWA

Regional Projects 6) San Francisco Estuary Regional Watershed Project-SFEP 7) Regional Flood Control Infrastructure Mapping and Needs Assessment-BAFPAA 8) Bay Area Regional Design Curves for Creek Restoration and Bank Stabilization-SFEP 9) Evaluating regional ecosystem restoration using steelhead trout-CEMAR 10) Regional Historical Ecology Tools for Designing Sustainable Water Management Strategies-SFEI

Regional Projects Bay Area C. C.- June 1 Consensus Decision- Pursue “Regional Projects only” Based on: -short time frame - limited funds (~$15 million) - good regional proposals

North Bay Process -Will continue to participate in Project Screening Sub-Committee meetings-June 9 -Will update Watershed Council on June 25 -Will continue to work with Counties including Solano on identifying possible “Green Infrastructure” projects -Will coordinate county representatives on H/F TC to respond to EPA RFP and collaborate with SFEP
