MMWD as fiscal agent Original RMC costs for management were $153k in grant funds (~ 24%) + NBWA match -$47,150) for total- ~29% This was mostly redistributed to projects by MMWD- NBWA funds used for administration~ 7.4 % of grant Actual REPORTING & administration costs were-~$100k

6 EPA Funds and Process San Francisco Bay Area Water Quality Improvement Funds $ 5 million for Bay Area for 2009 RFP available June 25,2009- Priorities –Reducing polluted run-off from urban development and agriculture. –Implementing TMDLs to restore impaired water quality. –Protecting and restoring habitat including riparian corridors, floodplains, wetlands, and the Bay. –1 to 5 grants from $1 million to $5 million –Proposals due September 23, 2009

8 SFEP Process $5 million already awarded to SFEP/ABAG in 2008- 19 projects, some in North bay –Protecting in stream flows for fish in North bay –Bahia restoration –Corte Madera Creek-UCC stream management and BCDC-wetland adaptation Proposals due July 13, 2009 ( 2/12 weeks with holiday from RFP) Issues -Total budget -QAPP

9 EPA Approval Official approval -November 13 letter *EPA funded 3 proposals for a total of ~ $10 million (received additional funds for this fiscal year of $7million. EPA will skip 2010 and use $2 million in 2011). 1) BASSMA- $ 5 million for PCBs (and HG) 2) SFEP- ~ $3.3 million out of 5 million for 7 of 12 projects in proposal 3) San Francisco- ~$1.2 million- LID on Cesar Chavez Work plans due December 3 Grant awards- February 2010

10 NBWA Proposal $ 1,494,142 original total request “ Implementing Sediment and Pathogen TMDLs in the North Bay” Marin County- Richardson Bay~ $ 369,542 Napa RCD- Napa River ~$ 367,500 SEC- Sonoma Creek- $ 363,800 SSCRCD-Sonoma Creek-~ $ 318, 300 NBWA/ MMWD $ 75,000 In Kind- $80k NO NBWA cash contribution

11 Richardson Bay TMDL The County of Marin and the City of Mill Valley will implement a restoration project and conduct outreach to improve water quality in a tributary of Warner Creek by fencing off a stretch of riparian corridor and infiltrating /treating the storm water. In addition the County will assist the Richardson’s Bay Regional Agency in developing a program for maintenance and monitoring of houseboats. Evaluation and Monitoring included- $ 75 k-with match

12 Napa River TMDL Napa Resource Conservation District will work with agricultural and rural residential landowners along Heath Creek to repair and upgrade eroding rural roads at critical erosion sites. Napa County RCD will work with the Napa County Livestock Council to implement stormwater management measures to reduce pathogen and sediment delivery to the Napa River. Evaluation & Monitoring included-$83 k with match Fish Friendly Farming also received funds- $119k as part of SFEP/ ABAG proposal

13 Sonoma Creek TMDL SEC and SSCRCD will work with agricultural and rural residential landowners to -develop plans for erosion control, -build detention structures to reduce sediment loading - and restore vegetation along the Creek. Evaluation and Monitoring included-~$ 65k

14 NBWA Role Coordinate the efforts of the project partners to implement on-the-ground projects monitor results within the project areas and in the watersheds, and build capacity throughout the region Host forums for elected officials and land managers on policies, programs and/or ordinances to reduce sediment and pathogen pollution in north-bay watersheds. MMWD as fiscal agent – Contracts with 4 partners –Process Invoices and payments (Partners will coordinate reporting)
