16 Lahontan Basins Integrated Regional Water Management Plan A. Manage natural water and flood flows for public safety, water supply, storage, recharge and natural resource management B. Meet demands for beneficial uses, including agriculture, municipal and environmental resource needs within the IRWM Region. C. Maximize water use efficiency. D. Protect and improve water quality for beneficial uses, consistent with the Basin Plan. E. Sustain and protect groundwater conditions within the Region. F. Effectively address climate change adaptation and/or mitigation in water resource management. G. Restore, protect and improve natural resources. H. Address water-related needs of disadvantaged communities (DACs). I. Improve coordination and integration of land use and water resources planning. J. Protect and enhance water-associated recreation opportunities. K. Establish and maintain effective communication among water resource stakeholders in the Region. L.
