Presentation to the Florida Public Service Commission November 29, 2007

Presentation to Florida Public Service Commission Overview of CF Florida Facilities Florida Facilities –Plant City –Hardee County –Tampa –Bartow Consume approximately 581 million kwhr of electricity annually Produce approximately 2 million tons per year of dry, granular fertilizer products Cogenerate approximately 260 million kwhr annually at Plant City from waste heat from sulfuric acid production Export approximately 2 MW to TECO Strategic Plan to increase fertilizer production by 10% by 2009 Considering an additional fertilizer production increase of another 10%

Presentation to Florida Public Service Commission Examples of Current Energy Efficiency at CF Plant City Cogeneration using waste heat from sulfuric acid production Reduced natural gas consumption approximately 1 million therms per year using steam

Presentation to Florida Public Service Commission Schematic of CF Plant City Sulfuric Acid Plants Phosphoric Acid Plants Cogeneration Facility Fertilizer Manufacturing Plants Electricity to Manufacturing Plants and TECO Fertilizer Products Phosphate Rock Waste Heat From Cooling Towers Sulfur Sulfuric Acid Steam Phosphoric Acid Ammonia Gypsum By-Product

Presentation to Florida Public Service Commission Benefits of Cogeneration No environmental emissions No consumption of fossil fuel resources

Presentation to Florida Public Service Commission Why the current opportunity? CF Plant City is currently increasing sulfuric acid production capacity Evaluating opportunities to generate additional power Considering the shutdown of older sulfuric acid production facilities less suitable to power generation opportunities Considering the retrofit of Heat Recovery Technology into existing/new sulfuric acid plants Potential incremental increase in net export power of 10 MW to 37 MW

Presentation to Florida Public Service Commission Problems and Solutions Problem - Current cogeneration power values do not reflect fair market value Solutions –Net billing –Wheeling
