Determining the connection between output and result indicators How can we measure the contribution of an output indicator to the change in the result indicator? What if there is no change in the result indicator although the output indicators show progress Connecting output to result

1.Length of new roads  Decrease of transit traffic on the main roads of the capital’s center We expect that the transit traffic moves to the new roads (bypass) But it depends on several internal factors: length and capacity of the new road, additional time External factors also have large effects on the results: fuel prices, congestion charge Data source and measurement is important to define at the very start : surveys, traffic counts Connecting output to result

2. Length of new bike lanes  Decrease in PM 10 pollution We expect that people will use their bike instead of their car. Number of cyclists and PM 10 pollution should be regularly measured at new bike lanes. Surveys should be used as well to find out whether cyclists using new lanes switched from car to bike.
