Mobility plan for Geneva Airport employees

Constraints and needs for the mobility of Geneva airport staff Airport staff: all employees working in the airport area  Airport management (AIG) : 700 employees  8’000 employees, more than 200 companies Working hours  86% irregular schedule  25% of daily commuting trips starting between 4h and 6h Living areas  58 % in state of Geneva (good public transportation network)  26% in other Swiss state (good access by train)  16% in France (no public transportation) Airport access  36 % in an area well served by public transportation  27 % in an area less than 4 km from the airport main building

Overview of the airport area and public transportation network

Goal: decrease the negative effects of road traffic and ensure easy Airport access  Noise and air pollution are exceeding the limit values  Clogging of roads to/from the Airport  Airport car parks are saturated : strong problem for both staff and passengers 2020 Objectives  45% of Airport staff and passengers use public transport or non polluting transportation Objectives of the airport mobility plan

History:   April 2002: free Public Transportation in the airport area   March 2004: early/late shuttles subsidy for Public Transportation pass   September 2005: improvement of the shuttle service important communication campaign   April 2007: increase of the shuttle network ecomobility subsidy new rules for the car park use important communication campaign   September 2009 (planned): introduction of carsharing improvement of the shuttle service Mobility plan history

Founding of the mobility measures  Since 2004, progressive increase of the employee car park price (current prices are well below market price in the area)  This increase makes the car less competitive compared to public transportation  The money raised with the increase is used to fund the mobility measures Mobility plan founding

3 regular lines 9 « on call » areas Early/late shuttles network

Public transportation (Unireso: bus - tram, coach and train) pass subsidy for employees without car parks (occasional car parks allowed)  CHF 100.- (67 €) subsidy on annual bus, tram or train pass (CHF 440.-/290 € for AIG employees)  Bus and tram (Unireso), additional reduction CHF 120.- (80 €) reduction due to orders centralizing New bike parks, and an air column  CHF 440.-/290 € ecomobility subsidy for AIG employees who bike or walk most of time (occasional car parks allowed) to go to work Communication campaign (mobility kit) Mobility plan: incentive measures

Bikes infrastructures Sheltered parking, cycling lanes and an air columns

Access to car parks is time limited for all employees  Full time : 240 hours per month  Half time : 120 hours per month, half price  Occasional : 60 hours per month, quarter of price, allows to get the public transportation or ecomobility subsidy This duration limitation does not apply to the crew of airline companies Duration limitation for staff car parking

Eligibility conditions : living at a distance higher than 1 km AND in a location with bad public transport  Public transportation commuting time of more than 20 mn and more than 1.5 the driving time.  Conditions on the frequency (peak hours and off peak) as well  Bus/tram stop at a distance higher than 300 m or train station at a distance higher than 800 m from the living place  Occasional car park (60h per month) available for all employees Staff car park eligibility

Car park exclusion area (good public transportation)

Public transportation and ecomobility subsidy  86 participating companies representing 7’500 employees  All airport companies: 916 subsidised employee, 13% of the staff  AIG : 144 subsidised employees, 21 % of the staff, increasing Early/late shuttles  Regular increase of use : 24’653 users in 2008 (average 68 / day)  + 50% increase compared to 2007 (+150% compared to 2006) Cost  Around 900’000 CHF (600’000 €) in 2008  Fully paid by the price increase of the staff car park Costs and use of incentive measures

 9% decrease of car use (60 %)  1% increase of motorised two-wheels (12 %)  4% increase of walk/bike (9 %)  3% increase of public transportation use (18 %)  8 % increase of sustainable mobility, from 20 % to 28 % 2000 study2007 study Modal split evolution

Difficulties   Communication to all companies staff   Working hours and work organisation complexity thorough the companies   Reluctance to change « old habits » Strengths   Good public transportation network in Geneva city and for Swiss cities (train)   Legal rules prevent the building of new park spaces => helps us to convince people that there is no other way than changing one transportation mode   We are in charge of most of the parking in the area => we can set the rules, and we get money to fund our actions What did change   Employees starts thinking about their commuting choice   Opinion and perception on biking Evaluation

Action for airlines passengers Free ticket offered by AIG, allows to use public transport in Geneva for a period of 80 minutes  2 machines in the luggage collecting area  Increase of about 30% in 2008 compared to 2007 of unireso tickets withdrawn from airport machines  Costs in 2008 : CHF 320’000.- (215’000 euros) Other promoting actions for public transport  Reduction vouchers for train tickets (CHF 10.-)  Advertising and information about coach companies Modal split 2008  39% for Public Transportation

Next steps   Improve the network of early/late shuttles (Sept. 09)   Develop an attractive carsharing tool for employees living away from the public transportation network (Sept. 09)   Lobbying with the authorities to improve public transportation network around the airport (especially in France)   Communication, communication, communication Future evolutions
