3 Poverty Data – Public Schools Type of poverty data must be same for all schools: US Census Medicaid Free & Reduced Lunch Alaska Temporary Assistance Program (ATAP) Weighted combination of two or more All public schools must be listed, including charter schools, district and/or statewide correspondence schools

4 Poverty Data Source Most districts use free & reduced lunch qualification Eligibility application form or Direct certification data from CNS May use survey if no F&R lunch program offered – sample included, also for e-rate For current guidelines, see gibility_guidelines.pdf gibility_guidelines.pdf

5 Poverty Data – Private Schools May use survey if no F&R lunch program offered – sample included Private school maintains poverty data; provides info to district: Geographic information verifying residence in school attendance area, Grade level of each child, & Income level of parents

6 Poverty Rate Find the total of public and private school low-income students Divide by total school enrollment by total # of low-income students to find poverty rate

7 Method of qualifying schools Determine if ranking is needed: Single attendance area (a one-school district or one school per grade span): may serve any school as Title I according to district need District enrollment < 1000: may serve any school(s) as Title I according to district need District enrollment 1000 or more, must serve schools in rank order

8 Ranking & serving rules All schools at 75% or above poverty must be served All schools at or above district poverty average are eligible, any above 35% may be considered eligible Schools must be ranked in order from highest to lowest poverty: All schools without regard to grade level or Schools grouped by grade-span and Title I funds focused to certain grade spans

9 Ranking & serving cont If serving schools < 35% poverty, must use 125% rule High poverty schools may be skipped or excepted from Title I funding only if: School receives supplemental funds from state or local sources spent for the purposes of Title I in at least the amount that would be received from Title I and the school meets comparability requirements Mark EX (excepted) on Site Eligibility Form.

10 125% Rule Required if serving schools < 35% poverty Determine 125% per pupil amount: Total IA allocation divided by # of district low- income students = base per pupil amount Multiply base per pupil amount * 1.25 to find 125% per pupil amount All schools must receive at least the 125% per pupil amount per student Allocate funds to schools in rank order using 125% pp amount until funds run out

11 Distributing Funds to Schools Determine amount available to schools (Total I-A allocation minus total district set-asides) Determine which schools will be served by ranking & serving rules and amount of funding available Determine per pupil amount for each school

12 Per Pupil Amounts District may fund each eligible school with the same amount per low-income student Schools served in rank order may be funded at different per pupil amounts as long as higher poverty schools have = or > pp amount If serve schools < 35% poverty, must use 125% rule to determine per pupil amount

13 Title I Allocations Calculate Title I allocation for each school by entering per pupil amount. The allocation will be calculated by multiplying that number by total number of low- income students. Only schools that receive a Title I allocation are considered Title I schools. Each will be marked either TA or SW on the Site Eligibility Form. Schools that do not receive an allocation are marked NS (not served) or EX on the Site Eligibility Form.

Funds available to schools box should equal total I-A allocation minus total district expense set-asides from tab h. Col 1 - Enter school name and state school number for all public schools.
