1. Background information 1. Key Observations Sets of questions were prepared regarding technical constraints/difficulties in the process of developing national communications. a)Many respondents commented on constraints/difficulties relating to data gap, especially relating to preparation of GHG inventories (LULUCF data, emission factors, sectoral data, etc.). (ex. Q ) b)Many respondents commented on constraints/difficulties relating to obtaining reliable models for developing measures to facilitate adequate adaptation (ex ) Sets of questions were prepared regarding usefulness of various kinds of technical assistance. a)Many respondents indicated usefulness of written guidance and training materials as well as best practice information regarding many areas of national communications. They also indicated usefulness of assisstance from national experts outside their organization (within/outside government) (ex. 2.11– , ) 2. KEY OBSERVATIONS on Survey 1 TECHNICAL CONCERNS AND SOLUTIONS (PART 2)

Key Observations Set of questions were prepared regarding the clarity of the Guideline instructions, format of the Guideline, and information contained in the Guideline. a)More than half of respondents selected “Agree” or ‘’Agree somewhat” on multiple- chouice type questions. Specific concerns were expressed under open-ended questions. b)We observed several comments regarding the specificity of the Guideline (suggested length/detail, formats, informations to include, etc.) (ex. Q3.3, 3.7, 3.11, 3.13, 3.15) USABILITY AND CLARITY OF UNFCCC GUIDELINES (PART 3)
