New in the Type Approval Procedure The applicant :   Russian manufacturer or his representative, if the vehicles are manufactured in Russia   Russian resident, representative of foreign manufacturer*, if the vehicles are imported to Russia * A foreign manufacturer may designate just one representative, who shall assume the obligation to provide for conformity of the imported product to the requirements of the Technical Regulation For chassis (incomplete vehicle) a chassis type approval is issued 6

Requirements for Single Vehicles at Release for Circulation and at Operation 10 Measurements and visual verification: antitheft devices, heating systems, lighting, visibility, seat belts and their anchorages, seats and their anchorages, interior fittings and external projections, rear and underrun protection devices for trucks and trailers, prevention of fire risks – basing on the UNECE Regulations Special attention to safety of buses: basing on the UNECE Regulation No.107 The requirements for periodic technical inspections have been developed. The same requirements are applied at release for circulation of single vehicles

Compliance Assessment of Components 13 Mandatory confirmation of compliance Declaration of compliance Mandatory certification With respect to the components released for circulation as the aftermarket spare parts The allowed forms and schemes of compliance confirmation are established depending on the type of components The component manufacturer has the right to chose any form of compliance confirmation among those established by the Technical Regulation The component manufacturer has the right to issue a declaration of compliance
