PEER EXCHANGE MASTER PLAN Why a Peer Exchange Master Plan? What are the issues and why is it in our interest to develop cross-border? plans? Who needs to be involved? Who are the actors, interest and authorities and what shapes the policy context? What are the outcomes and lessons for future policy direction? Next steps… what needs to happen to facilitate a framework for cross border master plan?

Emerging challenges for Idaho, Montana, North Dakota, Minnesota, Alberta, Saskatchewan and Manitoba Since the oil and gas equipment and people are the same on both sides of the border, movement of people and equipment needs to be coordinated. Investments in infrastructure needs to be to comparable standards. A full understanding of options available to “bridge” the permitting and regulatory environment. How best to accommodate the energy extraction and environmental concerns. Border Ports of Entry that work for the region and North America.

PEER EXCHANGE MASTER PLAN Regional interests: Communication and awareness – Bringing together the agencies and private interests that are affected by Border ports of entry and understanding the interests and linkages to rules and behaviour. Using tactics such as deconfliction and publishing best practices. Cooperation – Taking the time to build good will, trust, respect and accountability among the various actors so that when changes are thrown upon us we can come forward with options that are going to better position the region to support the national interests and continue to provide economic leadership in the region; and Coordination – Using the information as input into the strategic planning process for each of the agency and jurisdictions. This can be carried out through information sharing, sharing of resources and joint studies and addressing vulnerabilities.
