1 Agenda Item 12: Presentation by the APEC Energy Working Group (EWG) Mr Koichi Murakami Economic Affairs Bureau Ministry of Foreign Affairs JAPAN

2 Established in 1990, the objective of the EWG is to maximise the energy sector's contribution to the economic and social well-being of the region, while minimising the environmental effects of energy supply and use. Australia holds the EWG Lead Shepherd and EWG Secretariat roles. The EWG is assisted by four Expert Groups on: Clean Fossil Energy;Clean Fossil Energy; Energy Efficiency & Conservation;Energy Efficiency & Conservation; Energy Data & Analysis;Energy Data & Analysis; New & Renewable Energy Technologies, and aNew & Renewable Energy Technologies, and a Task Force on Biofuels.Task Force on Biofuels. 3 The APEC region accounts for approximately 59% of world energy demand in 2004 and is a net energy importer. Energy demand is growing due to high levels of economic growth, industrialisation and urbanisation. 4 EWG's Energy Security Initiative (ESI) In light of the growing demand for energy, promoting regional energy security is a major component of the EWG's policy work, primarily through the EWG's Energy Security Initiative (ESI). 6 8th Meeting of APEC Energy Ministers (EMM8) At EMM8 in Darwin, Australia, May 2007, Energy Ministers noted the implications of disruptions and limitations to maritime security on economic growth. As such, Energy Ministers instructed the EWG to develop linkages with organisations responsible for maritime security to identify and to report any cross-cutting issues to EMM9. 7 EWG and MSSG Cooperation The EWG seeks to identify cross-cutting issues and potential areas of cooperation with the MSSG to further promote and enhance energy security in the APEC region. 8 LNG Facilities and Public Concerns By way of example, public information and education are important to the success of LNG projects and to the growth of LNG trade and energy security in the APEC region. Public concern about the safety of LNG ships, terminals and storage facilities has surfaced on numerous occasions. These concerns are legitimate and require an adequate response in the form of public information and education campaigns as they provide a valuable input to those involved in future new LNG projects. 9 EWG Project on LNG Public Education EWG Project - LNG Public Education, Communication and Information Sharing Campaign This project was undertaken in response to public concerns about the safety aspects of LNG infrastructure facilities. 10 Conclusion Energy security is vital to the ongoing prosperity and economic growth of the APEC region. APEC Energy Ministers directed the EWG to develop linkages with organisations responsible for maritime security to promote energy security in our region. Cooperative activities between the MSSG and the EWG have the potential to enhance and promote regional energy security through sharing and information exchange on best practices and lessons learned on maritime security issues and capacity building needs.
