Saint Petersburg 2011 Civil Aviation Authority of the Republic of Poland Update on the national implementation practices

Current issues related to Language Proficiency Requirements All ATCO’s and Pilots tested License endorsement process completed by end of May 2011 Examiner and rater re-acreditation process completed National Administrators re-acreditaion process completed Separation of initial and recurrent testing initiative Amendments of National Regulations concerning Licensing in progress

ICAO LPR compliance after March 5, 2011 ATCO’s – ELPAC test All ATCO’s tested 94% received Level 4 or 5 Remaining – do not work as ATCO’s PILOTS – RELTA test / foreign tests All pilots involved in international operations tested 96% recived Level 4, 5 or 6 Remaining – do not operate internationally

ICAO LPR compliance after March 5, 2011 Number of exams – above 200 Number of license endorsements – above 400 (including tests taken outside Poland) since January 2011 until end of March 2011

End-users perspective ATCO’s – ELPAC test No complaints (keyboard issue) PILOTS – RELTA test Too difficult – another option (commercial test adopted in Poland) Test scenarios vs. real life situations

Co-operation of States LP tests taken outside Poland Co-operation of CAA’s to ensure validity of LP test certificates Poland is currently co-operating with a number of foreign Civil Aviation Authorities to ensure ICAO LPR compliance: Belgium, Czech Republic, Germany, Lithuania, Romania, Slovak Republic, Ukraine, United Kingdom, United States, Vietnam. – Thank you for your support and proffessionalism!

Difficulties Acceptance of non EU endorsements „Level 4 is Level 4” – quality / equality of different LP tests Inconsistent legal regulations Discontent of aviation industry

Thank you for your attention!
