General In Estimating the national level of implementation, EUROCONTROL ELPAC, was selected as a Method of assessment of level of proficiency for ATC Certification and accreditation for the test and raters obtained from national supervisory authority State oversight of aviation language training has been established and Training Programmes for Continuation Training Aviation English have been approved mid 2009 and adopted in UTP ICAO Workshop on Language Proficiency, St Petersburg, May 2011

Testing process Started in 2007 with the ELPAC test and first dispatch was completed by 03/2008 with a ± 80% of success rate. The second testing dispatch was delivered in 2010. Perfect planning prevents pathetic performance! (Yes?) Problems were reported in the process of testing in December 2010 ICAO Workshop on Language Proficiency, St Petersburg, May 2011

5 Paper 1-Test Administration
The “usual” PC problems for Paper 1 were reported and a very positive feedback for Paper 2. Testing results are as expected. Some candidates reported that questions are irrelevant to their job. Following has been identified as area of improvement: The increase of the answering time; this will avoid putting candidates in a stress position. 10 Action Plan for ATCOs that fail to meet ICAO LPR
Further training was organized in-house for ATCOs who didn’t achieve level 4 (five weeks course) In May 2011, TEA Mayflower test was certified by CAA, as additional test for ATCOs that fail on ELPAC Currently waiting for results from testing held May 2011 If results are not satisfactory, the company, among other solutions, will consider retirement for senior ATCOs or transferring to other units with special concern on social issues ICAO Workshop on Language Proficiency, St Petersburg, May 2011
