Research at EU level l Research: more than just funding research projects/FP7; l March 2000: creation of European Research Area, Knowledge society by 2010; l Links with other policies to create right conditions to increase investment in research: fiscal measures, government procurement (3% Action Plan); l Mobility of Researchers: facilitate short stay: link with visa policy, link with education policy (research/universities); l Science in society: improve governance; underpin decision-making with scientific base. →Research: a core EU policy, integral part of global vision: Lisbon agenda

Why Research l A tool to facilitate accession: –complying with EU legislation; technical standards in environment, health, energy; –access to JRC programmes in support of enlargement countries; –getting familiar with cooperation at EU level and decision-making. l Necessary for economic development in sustainable way: increase prosperity and quality of life; Lisbon agenda for EU (27) and wider Europe l Stimulate regional development: among WBCs and other neighbours/Turkey →Research is good for you!

Enlargement Countries & FP 7 l Not a question of candidate or potential candidate country l All entitled to become associated (General Framework Agreement) l Croatia: sign MoU on 13 June 2007 l Serbia: sign MoU on 13 June 2007 l FYR of Macedonia: sign MoU on 13 June 2007 l Montenegro: requested; MoU as from January 2008 l Albania: association under consideration ; ICPC third country l B&H: no request yet; ICPC third country participation l Kosovo: can participate (status complicates)

Associated Participant Advantages l Fully consulted on specific programmes and work programmes l Observer in Programme Committees l Covered by minimum number of participants: no longer dependent on W/P – 3 MS or AC l Can be call coordinator l Can participate in more actions: e.g. Intracommunity Marie-Curie; Article 169; more options in JRC, security research; Eurostar for SMEs

Why participate ? For companies: l access to research results of the whole consortium, multiplication of research efforts l contacts can be used for further business relations and exploring new markets l SMEs without research capacities: support for contract research

Eligibility for Funding l Three independent participants from different Member States (MS) or Associated Countries (AC) l Additional conditions can be established by the work programme or specific programme l Frontier Research Actions (ERC) – at least one legal entity established in a MS or AC l Coordination and Support Actions/Training at least one legal entity l International Cooperation (SICA) – at least four participants: two in MS/AS, two in ICPC l Participation of international organisations and participants from 3 rd countries in addition to minimum requirements
