One Sky for Europe EUROCONTROL © 2002 European Organisation for the Safety of Air Navigation (EUROCONTROL) Scoping The boundaries of the ATM system or the aviation system need to be clearly defined when using metrics as they are strongly impacting on the interpretation of the metrics values.

The process is evolving on both sides. Europe appears to be somewhat ahead in safety area. Many commonalities in both high level and low level metrics.

While we are trying to understand better the performance of the current system in order to allow better target setting and selection of improvements, there is also a limit to what we can do. Some decisions will always have to be taken on the basis of incomplete information / lacking metrics.

We need to be precise in what we measure and analyse Adaptability to variation in demand and policy changes needs to be captured in metrics.

Target setting needs to start at the local level and be aggregated to the higher level Gate-to Gate approach - network wide versus local dominance and competition

Careful to target our questions. Some decisions are already made without having the right metrics. use metrics within the scope they are developed for.

Target trade-offs need to be carefully understood and documented. Safety will remain set separately.

Consensus and consistency at higher level needs to be worked down to the lower levels. Common definitions. We need to speak the same language. Detailed concepts are required to identify activities and associated metrics.

Are we moving to be more pro-active We dont need to guess our future, we need to make our future
