The Air Traffic Management paradox

We like to go on holiday twice a year.... 11:00 in Barcelona and back at 17:00

We like to go on holiday twice a year.... 11:00 in Barcelona and back at 17:00 More stringent noise restrictions

11:00 in Barcelona and back at 17:00 We like to go on holiday twice a year.... More stringent noise restrictions Increased demands on safety

11:00 in Barcelona and back at 17:00 We like to go on holiday twice a year.... More stringent noise restrictions Increased demands on safety Continuous growth of Air Traffic

11:00 in Barcelona and back at 17:00 We like to go on holiday twice a year.... More stringent noise restrictions Increased demands on safety Continuous growth of Air Traffic Can’t we have a bit less noise please?

11:00 in Barcelona and back at 17:00 We like to go on holiday twice a year.... More stringent noise restrictions Increased demands on safety Continuous growth of Air Traffic Can’t we have a bit less noise please? Less government A more demanding society

11:00 in Barcelona and back at 17:00 We like to go on holiday twice a year.... More stringent noise restrictions Increased demands on safety Continuous growth of Air Traffic Can’t we have a bit less noise please? Less gouvernment A more demanding society And I’d like to come home safe and on time !

Air Traffic Management determines where airplanes fly

There is always an optimal runway combination... example:Amsterdam Airport Schiphol

for Safety... example:Amsterdam Airport Schiphol

for Efficiency... example:Amsterdam Airport Schiphol

and for the Environment example:Amsterdam Airport Schiphol

example:Amsterdam Airport Schiphol safety efficiency Traffic volume

example:Amsterdam Airport Schiphol safety efficiency environment Traffic volume

ATM: a human, machine, procedure complex

ATM: a balancing act between stakeholder interests Local communities Airports Government Industry ECAC Military EU R&D organisations ICAO Airlines Eurocontrol ATM environment efficiency safety

Organisation culture Quality versus costs Open Mission Own responsibility Innovative Vision Result-oriented Flexible Open Reliable Pro-active Manageable Strategy

Air Traffic Management goal is a well balanced, verifiable performance based on transparent choices!

ATM: a human, machine, procedure complex We can not rely on technology for all the answers!

Facilitating the balancing act FACT: There is an emerging trend to task ATM providers with noise load management around airports, forcing them to balance between conflicting Stakeholder needs; TECHNOLOGY: Technological developments do help, but are not the answer; ATM PROVIDERS: In order to cope with this challenge, ATM providers must drastically improve their organisations, processes, decision making structures, transparency and culture;

Facilitating the balancing act GOVERNMENTS Governments must prepare for rulemaking and oversight of providers’ performance on agreed, prioritised and quantified performance indicators on safety, efficiency and noise containment. In particular, they must lead the way into the establishment of quantitative target levels of safety and risk mitigation for ATM. STAKEHOLDERS, CUSTOMERS In order to maintain proper Stakeholder relations, ATM providers’ decisions must be open, transparent and challengeable. Performance must be contractible, predictable, and negotiable, and all within a clear framework of law.
