Nairobi, Kenya September 2007 WRC-Agenda item 1.1 Requests from administrations to delete their country footnotes or to have their country name deleted from footnotes, if no longer required, in accordance with Resolution 26 (Rev. WRC – 97) For ASIA/PAC, this involves four States –Japan (5.197 and 5.259) –Pakistan and 5.362B) –Mongolia 5.362B) –Democratic Republic of Korea (5.362B) and 5.259: allocation to mobile service in ILS bands (Localizer and Glide Path) 5.362B: allocation to fixed service in NGSS (GPS/GLONASS) bands No proposals from these States to remove their name

Nairobi, Kenya September 2007 WRC-Agenda item 1.3 In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Upgrading radiolocation service to primary in MHz and MHz. APT supports upgrading to primary status with additional provisions to protect the (aeronautical) radionavigation service This supports the ICAO position

Nairobi, Kenya September 2007 WRC-Agenda item 1.3 In accordance with Resolution 747 (WRC-03) consider the upgrading of the radiolocation service to primary allocation status in the bands 9000 – 9200 MHz and 9300 – 9500 MHz and extending by up to 200 MHz the existing primary allocations to the Earth exploration-satellite service (active) and the space research (active) in the band 9500 – 9800 MHz without placing undue constraints to the service which the bands are allocated Extending the EESS and the SRS into the band MHz. APT supports extending EESS and SRS into the band MHz on a primary status with additional provisions to protect the radionavigation service This supports the ICAO position

Nairobi, Kenya September 2007 WRC-Agenda item 1.5 To consider spectrum requirements and possible additional spectrum allocation for aeronautical telecommand and high-bit rate aeronautical telemetry, in accordance with Resolution 230 (WRC – 03) APT does not support an allocation for AMT in the band MHz. This band remains protected for MLS. APT does support an allocation for AMT in the band MHz. Allocation for AMT limited to flight testing Priority to be given to and AM(R)S allocation in the band MHz This supports the ICAO position

Nairobi, Kenya September 2007 WRC-Agenda item 1.6 (1) To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) APT does not support changes to current allocations in the band MHz APT supports an allocation to AM(R)S in the band MHz. Compatibility with FM broadcasting required. This supports the ICAO position

Nairobi, Kenya September 2007 WRC-Agenda item 1.6 (2) To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) APT supports an allocation to AM(R)S in the band MHz. ICAO SARPs required. Protection to existing services and systems in this band This supports the ICAO position

Nairobi, Kenya September 2007 WRC-Agenda item 1.6 (3) To consider allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz to 6 GHz, in accordance with Resolution 414 (WRC – 03) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) APT supports an allocation to AM(R)S in the band MHz. APT does not support AM(R)S in the band MHz. This protects MLS APT does not support AM(R)S in the band MHz to protect RNSS

Nairobi, Kenya September 2007 WRC-Agenda item 1.6 (4) and to study current satellite frequency allocations that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC – 03) APT does not support any modification to current satellite allocations to for the modernization of civil aviation telecommunications systems. This does not support the ICAO position which is to include a Recommendation in the Radio Regulations on VSAT systems that can be used for aeronautical communications.

Nairobi, Kenya September 2007 WRC-Agenda item 1.13 Taking into account Resolutions 729 (WRC-97), 351 (WRC-03) and 544 (WRC-03) to review the allocations to all services in the HF bands between 4 and 10 MHz, excluding those allocations to service in the frequency range 7000 – 7200 KHz and those bands whose allotment plans are in Appendix 25, 26 and 27 and whose channeling arrangements are in Appendix 17, taking into account the impact of new modulation techniques, adaptive control techniques and spectrum requirements for HF broadcasting. APT does not support any modification to the Table of frequency allocations in the 4-10 MHz band; no changes to Appendix 27 are proposed. This supports the ICAO position.

Nairobi, Kenya September 2007 WRC-Agenda item 1.16 To consider the regulatory and operational provisions for maritime mobile service identities (MMSIs) for equipment other than shipborne mobile equipment taking into account Resolution 344 (Rev.
