1 WRC-07 Agenda item 1.5 “to consider spectrum requirements and possible additional spectrum allocations for aeronautical telecommand and high bit-rate aeronautical telemetry, in accordance with Resolution 230 (WRC‑03)”

2 Issues This agenda item covers the following:
Considering the spectrum required to satisfy wideband aeronautical mobile telemetry requirements and associated telecommand above 3 GHz Reviewing, with a view to upgrading to primary, secondary allocations to the mobile service in the frequency range 3-16 GHz for the implementation of wideband aeronautical telemetry and associated telecommand Considering possible additional allocations to the mobile service, including aeronautical mobile, on a primary basis in the frequency range 3-16 GHz for the implementation of wideband aeronautical telemetry and associated telecommand Designating existing mobile allocations between 16 and 30 GHz for wideband aeronautical telemetry and associated telecommand

3 Preliminary CEPT position
CEPT supports 105 MHz as the spectrum requirement for aircraft flight testing No secondary allocation has been identified by CEPT for wideband telemetry and associated telecommand in the frequency range 3 – 16 GHz Subject to the result of studies, CEPT supports a primary allocation to aeronautical mobile (AMS) in [ ], and [ ] MHz for wideband aeronautical telemetry / telecommand. CEPT does not support any additional AMS allocation for UAVs (except flight testing); however there is a need for an AM(R)S allocation for UAV telecommand and control which shall be dealt with under A.I. 1.6 Not to progress studies in bands above 16 GHz, due to the lack of current technology CEPT Coordinator: Victor Glushko (Rus) .

4 Agenda item 1.6 to consider additional allocations for the aeronautical mobile (R) service in parts of the bands between 108 MHz and 6 GHz, in accordance with Resolution 414 (WRC‑03) and, to study current satellite frequency allocations, that will support the modernization of civil aviation telecommunication systems, taking into account Resolution 415 (WRC‑03)

5 Issues This agenda item covers the following issues:
Investigate, as a first step, the bands currently available for use by aeronautical systems in the frequency range between 108 MHz and 6 GHz in order to determine whether additional allocations to the aeronautical mobile (R) service are required and can be accommodated in these bands without placing undue constraints to services to which the frequency bands are currently allocated Further investigate, in case the first step above would not lead to satisfactory results, also the frequency bands currently not available for use by aeronautical systems, subject to not constraining the existing and planned use of such bands, taking account of existing use and future requirements in these bands Investigate how to accommodate the requirements for aeronautical systems in the band 5 091-5 150 MHz Examine the possibility of broadening the services and applications of the use of current satellite frequency allocations in order to allow the expansion of ICAO CNS/ATM systems that can also support other non‑aeronautical telecommunication services Take appropriate actions, based on the results of the examination specified under bullet 4

6 Preliminary CEPT position
CEPT supports aeronautical mobile ( R ) in MHz, MHz (preferably for long range applications) and [5030/5091]-5150 MHz (for short range, i.e. around airport) after successful studies It is not agreed whether the studies should include non-ICAO systems (e.g. JTIDS/MIDS), or whether new allocations could be limited to ICAO standardised systems in order to avoid future compatibility issues It is not agreed whether the requirements of MLS should take precedence It is not agreed whether security is a safety service NB: there is considerable work still to be done on the above issues Development of an ITU-R Recommendation as response to Resolution 415 CEPT Coordinator: Hans van der Graaf (HOL)

7 5 GHz issues related to both Agenda items
In the band 5030 – 5091 MHz some administrations wish to maintain the current allocation scenario , whilst others wish to add an allocation to the Aeronautical Mobile Service (AMS) in this band. Particular doubts are expressed whether the MLS band 5030 – 5091 MHz needs to be extended for this purpose (as currently allocated) There is disagreement whether MLS use requires the aeronautical radionavigation allocation in the band 5091 – 5150 MHz, and hence whether the suppression of this allocation is possible in order to facilitate the introduction of new aeronautical service allocation (s) There is disagreement whether new aeronautical allocations may have to be restricted to certain purposes, for example limiting an Aeronautical Mobile Service (AMS) allocation to AM(R)S and flight testing

8 Questions related to 5 GHz issues:
Is it possible to support a co-allocation to AMS and aeronautical radionavigation in the band 5030 – 5091 MHz? Is it possible to suppress the allocation to aeronautical radionavigation service in the band 5091 – 5150 MHz, hence restricting MLS to the band 5030 – 5091 MHz? Is it appropriate to restrict an AMS allocation to specific use, e.g. flight testing?
