3 Frequency Management Seminar - 2004 3 Definition Frequency Management is : The application at the international and national levels of regulatory and technical measures for the optimal use of the radio frequency spectrum. In the aeronautical field, it involves: ICAO; and Contracting States

4 Frequency Management Seminar - 2004 4 Air Navigation Meetings At the ICAO level, consensus is built at air navigation meetings: Regional air navigation meetings Planning criteria and separation distances of stations; frequency assignments done by States States to coordinate assignments with ICAO Regional planning and implementation groups In AFI : AFI/7 RAN Meeting (Abuja, 1997) APIRG

5 Frequency Management Seminar - 2004 5 AFI/7: VHF Communications Assignment of frequencies in the band 117.975 – 137.000* MHz should be based on 25-kHz channel spacing as specified in Annex 10 principles Geographical separation criteria See Appendix H, AFI/7 Report, Agenda 9 AFI Basic ANP, Attachment F, Chapter IV APIRG to prepare VHF frequency utilization plan (distributed separately) * Band 136-137 MHz to be reserved for VHF data links

7 7 AFI/7: HF Communications Assignment of HF frequencies should be done in accordance with the allotment plan and technical principles contained in Appendix 27 Aer2 to the ITU Radio regulations

8 Frequency Management Seminar - 2004 8 Navigation AFI arrangement: State concerned should coordinate new frequency assignment with the Regional Office of accreditation prior to the use of the frequency; Assignments should be done in accordance with Annex 10 provisions

9 Frequency Management Seminar - 2004 9 Navigation 2 VOR Frequency assignments should be selected in the band 111.975 – 117.975 MHz and in accordance with Annex 10, Vol. V, para. 4.2.3, and when associated with DME, with Annex 10, Vol. I, para. 3.5.3.3.5 VOR/DME: 448 assignments ILS Assignments should be done in the band 108 – 111.975 MHz in accordance with Annex 10, Vol V, para. 4.2.2 and Annex 10, Vol. I, para. 3.1.6.1.1. ILS:202 assignments

12 Frequency Management Seminar - 2004 12 Role of States States have an important role in frequency management: Coordination with ICAO; Notification to ITU-R of frequency assignments/cancellations (AFI/6 Rec. 13/13); promulgate regulations to protect critical areas of facilities and reduce interference (see Rec. 8/6 and 8/7 LIM AFI 88); ITU WRC preparations/participation WRC focal points of contact; and GNSS interference

13 Frequency Management Seminar - 2004 13 Conclusion Frequency management requires International consensus and coordination National implementation of agreed policies Coordination at State level In AFI region, provided there is coordination between States and ICAO, there should not be serious difficulties in usage of aeronautical spectrum.
