Key National Policies Communications and Multimedia Acts of 1998 (CMA 1998) key legal foundation for ICT development in Malaysia One of the first authorizing communications laws in the world specifically focused on the convergence of media, and established a framework for regulating and managing the evolution of integrated networks and services Transparency Technology neutrality Self regulation Social responsibility Consumer protection Fundamental principles of CMA 1998 amendment (in 2006) to the CMA 1998 expanded the objectives for ICT development to include broadband Internet and cellular services, and also expanded the definition of underserved groups.

National Broadband Plan ( ) back Generate adequate supply in terms of broadband infrastructure, via various available technologies deemed appropriate by 2008 Stimulate demand to ensure efficient take-up of broadband services via suitable content & applications services Explore regulations and where necessary, introduce new ones to facilitate broadband rollout through various funding mechanisms to finance the project OBJECTIVES Identify gaps in existing regulations and where necessary, introduce new ones to facilitate broadband rollout. The then Ministry of Energy, Communications and Multimedia and MCMC decided to embark on a project for the next 10 years in communications development Malaysian Cabinet approved the National Broadband Plan (NBP). 2004
