3 ICT Capacity Building Background  The Ethiopian economy is mainly agrarian  Ethiopia is ranked as one of the poorest countries in the world  Of an estimated population of 65 million, almost 85% the population lives in rural areas.  Out of 162 developing countries, Ethiopia ranked 158 particularly in the areas of life expectancy,life expectancy, literacy rate andliteracy rate and access to primary health care.access to primary health care.

6 ICT Capacity Building Finding of the NICIF  There exists a wide gap between demand and supply of relevant and up-to-date information.  National information resources are not systematically organized.  Information infrastructure targeted towards supporting development activities is very weak.

7 ICT Capacity Building Finding of the NICIF  Lack of standards in collection, processing and dissemination of information.  Extremely low penetration level of the national telecommunications network.  A serious shortage of human resources in the field, both in number and qualification diversity

8 ICT Capacity Building Finding of the NICIF  Duplication of Efforts in ICTs  There is no Data Infrastructures backbone in the country  There is no policies rules and regulations to facilitate easy access and resource sharing

9 ICT Capacity Building Recommendations of the NICIF   National capacity building program in the area of ICTs is required.   The country must have adequate national ICTs policy rules and regulation.

17 ICT Capacity Building Implementation Strategy  A national ICT Coordinating Office will be established to manage the implementation process, monitoring and evaluation.  Programme Implementation Advisory Council will be established.  Integrate the implementation of on-going ICTs projects with the overall national ICTs program.

18 ICT Capacity Building Implementation Strategy Implementation Strategy  The Private Sector will be the major partner to carry out systems study, equipment supply and supervision.  Outsourcing of activities is a key strategy in the implementation process.  Any of the major engagements will be guided on a disciplined approach
