Link to Green Deal (the purpose of CERO)  The statutory instrument clearly sets out ECOs role in the Carbon Emissions reduction element.  This role is to support the Green Deal Golden rule funding mechanism  Where Golden Rule savings do not meet the capital cost of the measure ECO will provide “top up” to allow measure to proceed  Green Deal Golden Rule first, ECO second.  Hence 43% from funding source NOT ECO. 7

ECO Activity to date  E.ON have been up and running on ECO delivery since January 2013  Notifications of completed work started in February 2013, 1 st Supplier to do so.  Lessons learnt around 30 day rule and complexity of systems.  Well advanced programme of delivery, on target for full compliance by December 2014  Transfer of carry over from CERT and CESP to be finalised in Q  How can you get involved? 14

Getting involved Helpful Partnership  Talk to our teams to develop coordinated activity within your area  Understand ECO & Green Deal criteria and advise householders accurately  Use ESAS helpline where appropriate  Provide LA branded accurate information  Assist in evidence collection and verification Unhelpful Partnership Do not recommend householders contact their energy supplier direct for ECO funding. Do not ask installers to contact energy suppliers direct unless they have large volumes. 16
